Banking is playing an increasingly important role in our national life and work in our country. And it also has a pivotal position in the financial industry. Commercial Bank is occupied most of the banking. Good or bad commercial banks’ operations can affect the smooth progress of other industries. Banking is a high value-added industries. Tt is the core economies in the various components of the financial industry. Also, because banking is a service for the carrier to get the economic benefits of the industry, so the quality of the bank employees and even the quality of the work has a very high demand. The junior staff is the largest service constitutes’group of the body, so improving the junior staff quality of work is directly related to the commercial development. Thus improving staff productivity has become a major focus of the bank manager. To improve staff motivation for managers, incentive and restraint mechanisms is an essential part. Smooth conduct of incentive and restraint mechanisms at the grassroots level employees will be directly reflected in the bank’s performance. While the operators, managers is able to get more benefits, they will hardly develop a variety of rules and regulations to motivate employees to play a more a high level of ability and work within the constraints of their own standard operating range of duties. China’s commercial banks began to follow in many aspects of foreign advanced management level, but there are still many problems. They always feel beyond their grasp. Therefore, China’s commercial banks in the incentive and restraint mechanisms of junior staff, although there are many drawbacks, but the space and the potential for development are infinite. Whether economic, financial environment, or domestic policy measures at home and abroad, for our business banks have set sail again a significant role in promoting.At present, China’s commercial banks are in a "domestic trouble and foreign invasion"position:there are other private banks and local banks have emerged in China, more and more foreign banks landing, to take cities and seize territory on the original position of the commercial banks. However, commercial banks of the grass-roots staff ignored, even makes the bank efficiency remain stagnant. Therefore, to construct a scientific, reasonable, efficient incentive constraint mechanism about staff, has become one of the major task that our country commercial banks reform and develop. But currently the incentive and restraint mechanism of commercial bank staff is relatively backward in our country, and the research in this area is still very lack of. The existing research results are quite scattered and lack of systematic. On the one hand, how to use the relevant theories of Western banks the incentive and restraint of the grass-roots staff and reference the experience of western financial enterprise’s successful development and how to construct the comprehensive incentive and constraint mechanism conforming to our country’s commercial banks, need us to carry out research, combining the actual in-depth system. On the other hand, how to find countermeasures to solve the problems, from the present situation and problems of domestic commercial banks of the grass-roots staff incentive and restraint mechanisms, will be the focus of this paper. It is directly related to the development of China’s commercial banks in the future.
