In recent years,the problem of excess steel production capacity and grossly deficient demand in steel market has made steel prices fall continuously from the beginning of 2011,then most of the iron and steel enterprises in our country are under deficit condition.Facing the increasingly grim situation and environmental pressure of steel market,domestic iron and steel enterprises have started to implement the reform measures in order to explore a development road of transformation and upgrading.With the need to enhance the comprehensive competitiveness,rational and efficient use of human resources and further tapping the potential is very important to an enterprise So how to make efficient use of human resources to produce comprehensive benefit more directly?It must be able to play a key role to achieving the goals by establishing and improving a set of effective staff incentive mechanism.Handan Iron and steel company,a large state-owned enterprise with 50 years' history,had created the famous "Hansteel experience" by market simulating,cost accounting.It made China's State Council issue a document calling on the learning of advanced typical state-owned enterprises.At present,enthusiasm of Handan Iron and steel company staff was far not play out.The means of incentive were with low operability,because that were formalism or already outdated.So the implementation of incentive mechanism as a whole can't be effective.In this paper,a human environment of "reasonable distribution and use of human resource capital" is expected to be established,basing on the judgment of future situation,combined with the actual of Handan Iron and steel company,with the help of incentive scientific theoretical guidance,for the actual needs of grass-roots staff,through analysis of the characteristics of grass-roots staff.So a suitable incentive scheme of the company staff from the salary,performance,training,career development,spiritual incentive and so on,should be developed with targeted research in order to mobilize maximum enthusiasm and initiative of grass-roots workers.At last a solid foundation will be laid for scientific development of Handan Iron and steel company.
