With the continuing development, human society has gradually transited from agricultural civilization, industrial civilization to the knowledge-based economy age. As the creator and user of knowledge, human beings become the most active and most creative resources of high strategic significance. In this knowledge-based economy age, the position and function of human beings in economic development are further enhanced, and importance of human brainwork and creativity in the economic development is strengthened. Managers of modern enterprises need to consistently explore the human psychological behaviors to stimulate the staff enthusiasm through various inspiration techniques in order to improve the staff work efficiency to the maximum limit. Thus it is necessary for the managers to study and explore human resources management patterns, and understand how to change from standardized action management and obedient management in the past to the people-oriented management which can greatly stimulate human enthusiasm and creativity. It becomes an important task in human resources management of modern enterprises as how to effectively inspire staff enthusiasm and creativity so that staff may contribute their talent and wisdom to the enterprises and social development.Chengda Shanghai Execution Center is an engineering firm established in Shanghai jointly by China Chengda Engineering Co., Ltd. and Beijing BPDI Engineering Company, staffed with intellectuals and engineers. Located in this international metropolitan, competition for professionals in the human resources market is increasingly fierce. Therefore, the most important task for the human resources management of Chengda Shanghai Execution Center is how to attract and maintain talented people and ensure the persistent development and growth of the professional teams as well as how to maximize the staff working enthusiasm and contribute more to the company development.By analyzing the present human resources management status in Chengda Shanghai Execution Center and based on Maslow Hierarchy-needs theory, this paper attempts to systematically study how to set up an employee motivation plan for knowledge-concentrated enterprises. The aim is to promote "people-oriented" management ideas, mobilize the staff work enthusiasm and creativity, and enhance staff sense of responsibility and teamwork so as to upgrade the human resources management of Chengda Shanghai Execution Center and boost its sustainable healthy growth.This paper consists of five chapters. Chapter One is the introduction, which briefs the background of subject selection, purpose, basic structure and major approaches of study. Chapter Two elaborates on related concepts and theories of motivation and mechanism. Motivation theory has a long history of development, deriving a number of schools. This paper focuses on Maslow "hierarchy-needs" theory and relevant motivation mechanism which are the theory basis in this paper to study and form the staff motivation plan design of Chengda Shanghai Execution Center. Chapter Three is a comprehensive introduction to the background of establishing the execution center and general status of its human resources. Chapter Four details the present motivation status and pending issues in the execution center. Chapter Five proposes a series of staff motivation plan design in staff performance assessment system, salary and welfare, and career development in terms of material motivation, spiritual motivation and cultural motivation, and the internal relations of various motivation mechanisms, implementation measures and lessons are summarized at last.
