With the coming of new knowledge economy era, social division has been furtherrefined and human resource outsourcing(HRO) has formed a new human resourcemanagement model for decades of development. Through HRO, operation costs of thecompany and human resources risks can be reduced while the competitive capabilityenhanced.However, as the HRO market is not quite mature, it is easy for outsourcingenterprises to be fooled by the false information of the market to choose theinappropriate outsourcers because of its limited information and lack of scientific riskassesment method, which may eventually lead to the failure of HRO project.On the basis of relative literature study of HRO, this paper will firstly analyzecauses of HRO and then define the HRO risk from the perspective of dynamic behavior-target match. This paper also analyses the formation mechanism of HRO risk andfinally get a new set of HRO risk assesment system.Next, this paper expounds in details the theory of gray system and the basicprinciple of the gray relational analysis. It also introduces the steps that AHP is used todetermine the risk index weights and the grey comprehensive evaluation model appliedin the specific project evaluation process.Finally, this paper will conduct an empirical analysis on a certain company’s HROthrough the proposed evaluation system and evaluation model to verify the reliabilityand practicability of the research results.
