The modern enterprise human resource management is no longer a simple maintenance and auxiliary management functions is already rising as a strategic management function. Accompanied by the growing outsourcing market of maturity and intensified competition, more and more enterprises begin to entrust non-core human resource management affairs to service providers, while focus the major energy and financial resources on core business. Enterprises looking to outsource service provider cost and quality of service outsourcing service providers, the level of the overall quality and ability to cooperate will have an important impact on the success or failure of the level of efficiency of enterprises and human resource management outsourcing activities. Therefore, facing with a large number of outsourcing service providers, how to choose and who will be chosen will be an urgent need to address the problems.This paper made the choice of outsourcing service of corporate resources management as the main line of research, the choice of service providers will be carried out by using several methods, such as literature review study, econometric research, qualitative and quantitative analysis and the combination of theoretical and empirical analysis.In the process of the study, firstly, this paper reviews the theory about human resource management outsourcing and analysis the relationship between basic theory and the selection of outsourcing service provides, which laid the theoretical foundation for the research. Secondly, this paper also analyzes the influencing factors in the process of selecting outsourcing service providers, those factors are specific summarized the outside environment of enterprise, enterprise features and characteristics of the service providers. The article fully considered the factors, selected targets by the use of factor analysis and defined the name of the public factor, so the evaluation index system of t was established. Then on the base of this evaluation index system, the choice model of outsourcing service provides was built. Finally, the paper used the West An Zhixin Advertising Designation Planning Company as an empirical corporate, the candidates of outsourcing service provides will be fuzzy comprehensive evaluation by the score of expert interviews and questionnaires, which would be benefit for the selection of the best service providers, and then propose recommendations to select outsourcing service providers.
