As the business competition grows with the development of IT and economicglobalization, HR management is poised to grow with them through a series ofmanagement innovations. This tendency gives birth to the HR Outsourcing ManagedService (OMS) -a brand new mode for HR management. From an everyday routine workto becoming an essential part of the integrated business stratagem, the focus of HRmanagement has been transferring gradually with the progress of business management.With playing a more important role as a strategic partner, HR management requiresoutsourcing service itself.This article gives the emphasis on the theoretical interpretation of OMS, including itsdefinition, character, function, bounds of a few key factors;makes a discussion on thestrategic characters of OMS;and doing a research on merit and risk analysis also. Finally,the article gives an example on the application of OEM, using it method, model andprocessing on HR management of one university of Tianjin. The dissertation consists ofthree parts:Chapter 1&2 are intending to explore the concept, historical background anddevelopment status on OEM, Combine the situation of our country togegher, the partgives a further study on the applied model and internal and external factors at present,which affect and promote the development of OMS.Chapter 3&4 is making a discussion on the merit and risk analysis of OMS, give theguidance on how to save cost, improve efficiency, buildup core competency with the helpof implementing effective operational flow and business stratagem. At one time, this partis intending to make a guide for HR managers who will face a new challenge on functionconversation and re-orientation.Chapter 5 provides a practical reference to university OMS by analyzing thepossibility and reality through applying the method, model and processing and offeringexecutive suggestion of OMS.
