Electric power industry not only provide energy for China’s national economicdevelopment, but also protect the lives of our people and social development. Althoughelectricity are generally considered as clean energy, but electricity productionprocesses have a very serious impact on the surrounding environment, especiallythermal power plant. At present, China’s power industry is still dominated by thermalpower, And longer term still remains dominated by thermal power in China’s energystructure. However, the traditional accounting on the cost effectiveness of thermalpower enterprise accounting, only consider the economic costs and economic benefitswithout considering the external environment and social impact, it will produce aseries of problems. Therefore, when make a cost-benefit analysis on thermal powerplant, which would take into account financial costs within the thermal power plant,also taking into account the result of external environmental costs and social costs.Consider the economic benefits of thermal power enterprises, at the same time takeinto account the external environmental benefits and social benefits.In this paper, the generalized cost efficiency of thermal power enterprises inChina are studied. First of all, research the literature, give the necessity of studythermal power enterprise generalized cost effective and practical significance. Nextdefining the generalized cost-effectiveness in this paper, And through the pollutantsenvironmental and social value to analysis the generalized cost for thermal powerenterprises, through the gray analytic hierarchy process to evaluate and analysis thegeneral revenue of thermal power enterprises. And compared the generalized incomewith the generalized cost to analysis the general benefits of thermal power enterprise.Once again collect data through in-depth business and relevant sectors, analysis thecoal-fired power generation companies, gas power generation companies and biomasspower generation enterprise’s general cost-effectiveness respectively, and then comparethe results, and puts forward countermeasures for the development of thermal powerenterprises in China.
