The power quality has become increasingly significant toward power users as the economy has amazingly developed and the high-technology-facilities was expanded largely, especially the application of computers,modern control theory and precise technology of measurement, which results in the sensitive power load taking great proportion of the entire loads.Under the circumstance of electricity market, users will specify their various request of electricity quality according to their different situation. Therefore, power price should consider the factor of different electricity qualities. Power quality should be priced according to qualities like other common commodities, which conform to the equality of electricity market.So it is important to find a fair method to evaluate the power quality, in order to establish the theory fundament of applying such evaluation.The definition and characteristic of power quality is introduced, and then the index of power quality is classified and calculated also in this paper. Based on that, the evaluation of single index and synthetic evaluation of power quality are introduced particularly, and then the synthetic evaluation methods are classified and compare with each other. Then, the method of synthetic evaluation of power quality using fuzzy analytic hierarchy process and multi-objective decision making is proposed.The method and the method of synthetic evaluation of power quality using grey method with use of fuzzy analytic hierarchy process are proposed in this paper. This method was applied to calculate and simulate the data collected from one region in order to demonstrate the availability of this algorism.At the end of this paper, the effect of considering the comprehensive evaluation of power quality on setting the power price has been discussed, as well as the introduction of user's-profit-on-consuming function.This methodology provides theory foundation of the classification of pricing on diverse qualities of the power.
