Coupling Of Agricultural Modernization And Urbanization Effects On The Integrated Urban And Rural Development

Integrated urban and rural development was clearly putted forward to solve the issues relating to agriculture, rural areas and farmers in the report of18th National Congress of the Communist Party of China (CPC). The purpose of integrated urban and rural development is to achieve farmers share the fruits of development, and the form of it is factors flow between urban and rural areas, such as labor force, technology, information, capital, land and management. And the factors flow needs a platform to accommodate and develop economic, political, social, cultural and ecological civilization construction. There has been a very mature foundation and platform to accommodate a large number of factors from rural to urban areas in cities. However, in rural areas it is necessary to establish the corresponding platform for actors flow from urban to rural areas, and the platform is only possible to create and strengthen by agricultural modernization and urbanization.In the process of agricultural modernization, agriculture is being informational, market-oriented, scaled and commercialized, forming agricultural industry clusters. These industry clusters provide a platform to accommodate factors flow from rural to urban areas. It can promote the development of producer services and consumer services, and at the same time it has the requirements for social services in rural areas, so as to promote the urbanization construction. But the platform that agricultural modernization provides for factors flow is just a platform of agricultural economy and its growth is slow. Urbanization can strengthen the development of economic, cultural, social and ecological civilization construction. With the further construction of an information carrier, urbanization can strengthen the flow of various factors to solve the unbalanced development between urban and rural areas. Therefore, the coordinated development of the agricultural modernization and urbanization can promote the platform construction for factors flow and provide power for the integrated urban and rural development.Based on coupled coordination development of agricultural modernization and urbanization, this article constructs the influence model of coupling of agricultural modernization and urbanization on integrated urban and rural development. Coupling of agricultural modernization and urbanization and integrated urban and rural development shows an opposite change tendency from1995to2002,2010to2012at the first, second and fourth stage, and there is a same change trend from2003to2009at the third stage. This paper also found that the level of integrated urban and rural development was down because of employment, Engel’s coefficient and housing. By a quantitative computing, this article draws the conclusions that the level of integrated urban and rural development will rise as the coupling coordination degree improvement of agricultural modernization and urbanization when agricultural modernization and urbanization development is in a state of imbalance, intermediate coordination, coordination or good quality coordinated state. Conversely, the level of integrated urban and rural development will fall as the coupling coordination degree improvement of agricultural modernization and urbanization when agricultural modernization and urbanization development is on the verge of disorder, barely coordinated or primary coordination.. Finally, this article presents suggestions that we should focus on enhancing farmers’ employment skills training and improving the level of farmers’ quality of life and social security to promote integrated urban and rural development. At the same time, it is necessary that capital should flow to agriculture aiming for increasing farmers’ income and sustainable urbanization strategy should be carried out to promote quality coordinated development of agricultural modernization and urbanization.
