Research On City Planning Strategies Of Shuozhou City In Economic Transformation Period

At present, global economy glides down rapidly and the energy demand falls sharply. Various countries in the world are faced with resource exhaustion and city transition problems. China confirmed69resource-exhausted cities in3batches in2008,2009and2011respectively, showing that China’s resource-based cities are undergoing severe threat of resource exhaustion. How to eliminate the threat of resource exhaustion and realize successful transition of resource-based cities has been a common problem that should be solved urgently in resource-based cities.Shuozhou City of Shanxi Province is a typical resource-based city. It originates from mineral resources and primary processing for resources is a major way of its economic development. Mineral resources are non-renewable and Shuozhou will be faced with the threat of resource exhaustion with continuous exploitation. As a result, economic transition is extremely urgent. By setting economic transition of Shuozhou City as the background,-this paper proposes specific approaches for economic transition in Shuozhou City. Besides, corresponding city planning strategies are provided. Historical background and political background of economic transition in resource-based cities are analyzed at first in this paper. Meanwhile, the relation between economic transition and city planning is illustrated. Based on references from experience of successful transition in domestic and overseas resource-based cities, this paper discusses the current situations of environment and industrial structure in Shuozhou by applying field research and inductive analysis. Strength, weakness, opportunity and threats of economic transition in Shuozhou City are given. On the basis of SWOT analysis, it points out5specific approaches for economic transition. Firstly, the government should control the direction of urban economic transition and guide the economic transition by directing at the opportunity and mode of economic transition in Shuozhou City. Secondly, the city development direction needs to be positioned and suitable "transitional industry" must be found out. Thirdly, professional and technical talents have to be introduced and cultivation of local talents should also be strengthened. Fourthly, by improving regional ecological environment, enterprises can be attracted. Fifthly, developed transportation network can be established, to provide guarantee for economic transition. Finally, according to the relation between city planning and economic transition, the development concept and development direction of city planning in Shuozhou City during economic transition stage are proposed. Besides, some planning strategies are provided based on this. First of all, regional space should be optimized and internal and external development must be harmonious. Moreover, spatial arrangement of main urban areas can be optimized, to enhance radial force of main urban areas. Meanwhile, industrial space must be expanded to bear economic transition, traffic system should be perfected, and economic transition needs to be accelerated.
