Strategic Research On Improving The Social Efficiency Of High-speed Railway

With the rapid development of economy and technology, both intercity andinter-region contacts are constantly strengthened, and ordinary railways can no longer meethuge-quantity, short-time, convenient, and comfortable transportation demand. As animportant symbol of railway’s modernization construction, high-speed railway haswitnessed a rapid development in recent years. Chinese high-speed railway has beendriving regional economic development, and upgrading new high-tech industry. At present,people began to doubt high-speed railway’s earning capacity, because high-speed railwayneeds a large amount of cost, and a long-term construction, it can not recover even its cost,let alone make profits, hence, people almost lose confidence in high-speed railway. Fromsocial efficiency perspective, this thesis tried to make people have a positive eye on thepositive effects on Chinese economic development brought by high-speed railway.In the background of diversified transportation modes, including highway, railway,and aviation, this thesis analyzed the social efficiency of high-speed railway, whose mainpurpose is to highlight the advantages and development prospect of high-speed railway. Ina well-developed transportation system, railway is no longer the sole transportation means,so it is the key point of this thesis to make people more clearly and accurately realize thenecessity of high-speed railway’s development. Taking Wuhan-Guangzhou high-speedrailway as an example, this thesis analyzed its social efficiency, and made people noticepositive effects on Chinese economic development brought by high-speed railway. Thefirst two chapters mainly introduced the research backgrounds, objectives, and theoreticfoundations of this thesis; Chapter3began with social efficiency perspective, analyzed itsconstituent elements, researched from the aspects of environmental benefits, passengerbenefits, radiation benefits, and accessibility benefits, and then laid the foundation for theanalyses of restriction elements in the final chapter; Chapter4took Wuhan-Guangzhouhigh-speed railway as an example, one by one analyzed the social efficiency the high-speedrailway brought about based on high-speed railway’s social efficiency elements, and thendrew a conclusion, that is, although high-speed railway has a long earning-recovery period,it created a huge and in negligible social efficiency, so we should improve high-speedrailway’s social efficiency from such aspects as management methods, science andtechnology, as well as marketing and promotion; combining with the research results inChapter3and Chapter4, Chapter5pointed out the disadvantages of Chinese high-speedrailway, and analyzed the restriction elements of improving high-speed railway’s social efficiency, following that, based on these restriction elements, this chapter also put forwardways and measures to improve high-speed railway’s social efficiency.This thesis has innovations as follows:1. This thesis made analyses of the constituentelements high-speed railway’s social efficiency, and added several elements that mayinfluence high-speed railway’s social efficiency on the basis of referring to former researchexperience, which laid a foundation for understanding high-speed railway’s socialefficiency in the future.2. It specifically analyzed the restriction elements of high-speedrailway’s social efficiency, and put forth corresponding countermeasures according to theseelements. The restriction elements not only explained the sources that influencedhigh-speed railway’s social efficiency, but also analyzed the disadvantages of high-speedrailway’s operation, which laid a foundation for presenting the countermeasures.3. Thisthesis made analyses of Wuhan-Guangzhou high-speed railway’s social efficiency from theaspects of regional economy and urban integration, etc., which made this thesis morepersuasive, and laid a foundation for the consequent research, while discussing the hugesocial efficiency brought about by high-speed railway.
