Guangxi, Yunnan, Guizhou(hereinafter referred to as the GUI Dianqian) provinces adjacent to each other, which is the southwest border minority areas. It is an important regional plate in Western development. With the rapid development of economy, the rise of carbon emissions becomes the resistance in economic development. GUI Dianqian not only speeds up the industrialization and the urbanization development, but also keeps green mountains and rivers and good air ecological to livable advantage. The rational and scientific choice, is to abandon the consumption of resources in exchange for the way of economic development, firmly take the sustainable development, in the energy-saving emission reduction, ecological green circulation development and transformation and upgrading in striving to be the vanguard. Therefore, on the basis of the Gui Dianqian economic development and carbon emissions situation analysis, the paper verify the relationship between economic development and carbon emissions, and find the main influencing factors, and then explore the transformation of industry development path which is optimal upgrading. There is the significance theory advantage and the practice significance for now in the Gui Dianqian regional leap type development way.Based on this topic, paper comprehensively uses the resource and environmental economics, the low carbon economy theory, econometrics and statistical analysis of the path analysis method. With the help of theory of Kuznets curve hypothesis, the paper focuses on the relationship between carbon emissions and economic development. In the empirical analysis, using the relevant economic data in Gui Dianqian region as the basis since the reform and opening, and the STIRPAT model, analyzed the influence factors of the regional carbon emissions, and found that the GUI Dianqian optimization of regional cooperation wound accelerate the implementation of energy-saving emission reduction, and optimize the economic structure, promote the transfrmation and upgrade of the important policy recommendations.The paper designs the logic relationship between carbon emissions and economic development in Gui Dianqian region. Firstly analyzed the background, to speed up the transformation of the pattern of economic development in the country’s background, the Yunnan Guizhou and Guangxi rapidly industrialization, the development of relatively backward regions, has brought a surge of carbon emissions and has accelerated the ecological environment deterioration, which has great pressure in energy saving and emission reduction. Accelerate the development and the environment protection seems to be the two difficult choices. The healthy development of the western development, also presents the rigid requirements of the implementation of efforts to strengthen energy-saving emission reduction.In the field of carbon emissions of many literatures and results, domestic and foreign scholars lack empirical research on the carbon emissions of the western region, which has left the space and possibility for the theoretical innovation of this article.What is the relation between GUI Dianqian regional economic development and carbon emissions? We must understand the regional economic operation situation and the status of carbon emissions. Using of longitudinal dimension of the time, the paper describes the changing process and the current situation of economic development, and calculate energy consumption and carbon dioxide emissions in Gui Dianqian Regional, according to estimates produced and consumed and authority of primary energy for various values of energy consumption. Using panel data for test, whether there will be the decoupling condition to explain the Gui Dianqian economic development process in carbon emissions.Verification in the "long-term Kuznets hypothesis", found Gui Dianqian area is not hypothesis described as the inverted U, but appeared the restructuring effect, which presented the N type. In the analysis of main factors affecting carbon emissions and their influence degree, this paper selects the level of economic development, energy intensity, energy utilization efficiency and investment efficiency factors, found that the interactions between these four factors. It has significant influence on the direction and degree of carbon emissions per capita and from high to low is development level of economy, energy utilization efficiency, energy intensity, the scale of investment. The contribution of economic development for the Gui Dianqian regional carbon emissions is the biggest, the main factors that cause the carbon emissions of accelerated growth is still driven economy, and it is inseparable from the extensive mode of economic development. Study on how to speed up the realization of the path and the effect of energy saving and emission reduction are analyzed, and accordingly put forward suitable for emissions path of Gui Dianqian industry adjustment and through different paths of the simulation analysis to determine the optimum cuts. To increase the Gui Dianqian regional coordination and inter provincial cooperation in promoting the process of western development, the policy focus on speed up the adjustment and optimization of industrial structure, and accelerate the transformation of economic development mode, and form resultant force from the idea of development, policy center and technology selection. It is certain to build the southwest frontier into a green ecological paradise.
