Research On The Evaluation Of Public Participation Implementation Effect In Decision-making Of NIMBY Facilities

NIMBY (Not In My Back Yard) facilities are public infrastructures that willbenefit the whole society, but will have negative influence to nearby residents onphysical health, psychological health or property safety. In other words, NIMBYfacilities are with negative externality, and may be opposed by nearby residents becauseof interest impairment. Typical NIMBY facilities includes waste treatment plants,power station, prison, etc.Nowadays, with the deepening of urbanization in our country, different kinds ofNIMBY facilities are needed for city development and the requirement of city functions.Effective public participation will protect public interests, and improve the scientificityand rationality of decision making. As a result, how to precisely evaluate theimplementation effect of public participation becomes very significant.Based on summarization and classification of literatures on NIMBY facilities andpublic participation, using questionnaire survey and expert interview,16influenceindicators on public participation implementation effect in decision making of NIMBYfacilities were recognized and filtered. After factor analysis, they were divided into fourcategories, which were participation foundation, external support, participationprocess and cost and effect, constituting the evaluation factor system of publicparticipation implementation effect. After that, by Delphi Method and Cloud ModelTheory, cloud weights of all the indicators were defined, and the evaluation method ofpublic participation implementation effect based on cloud model was proposed. Theevaluation process was also designed. All of these formed the evaluation system ofpublic participation implementation effect. At last, the public participationimplementation effect of a specific NIMBY facility was evaluated by this system.The evaluation system takes into consideration of the feature of multi-subject andinterest difference of public participation. It is an easy and practical system with directevaluation result, and valuation indicators are easy to adjust as well, making it a high-operability system. The system can not only define the public participationimplementation effect of a specific NIMBY facility, but also display the difference ofopinions among the government, nearby citizens, NGOs and other subjects. Theevaluation result can be utilized for the post project evaluation and the postenvironmental impact assessment. Besides, it will offer references for the decisionmaking and construction of similar projects, guarantee public participationimplementation effect, and protect public interests.
