At present,PPP projects have reached more than 9 trillion yuan,but there are few reports on the failed PPP projects.Previous studies have found that public opposition is the high risk of failure in PPP projects that have failed in the past,and it is often found in environmental projects such as garbage disposal and sewage treatment.In the fall to the ground and is about to be born of the 90 projects,the municipal engineering accounted for more than half of the PPP project,including sewage treatment and garbage disposal project with no.2016 document issued in 2016 by the ministry of finance,being as two kind of PPP project implementation,the share of investment occupies more than 1 trillion yuan.At the same time,further study of failure of the PPP projects and government investment project,finding that this kind of project is easy to cause the public opposition,leading to the government choose to terminate the project,the government and social capital are facing difficulties.Such as sewage treatment and garbage disposal represents the PPP project cause reflection of the public against risk is,the primary reason behind is preventing effect,and the cause of formation adjacent to avoid effect is negative externalities of facility location decision dilemma.The negative externality is divided into two parts,one is the real negative externality of the real existence,and the other is the negative externality magnified under the condition of information asymmetry.This paper follows the practical problems from the practice,and obtains the solution from the theoretical analysis,and then goes back to the research idea of verification in practice.The specific process is as follows:Firstly,the paper studies the negative externality of nimby effect and identifies the specific performance and characteristics.Through the comparison of the advantages and disadvantages of the traditional negative externalities,the best way to deal with the externalities of the nimby effect in our country is the pigou tax.Based on this theory,this paper constructs the compensation mechanism of the PPP project in the solution of the real negative externality.Secondly,to deeply study found negative externalities,adjacent to avoid facilities if there is information asymmetry phenomenon in decision-making stage,the negative externality is easy to be amplified in the spread of Internet media,lead to stronger neighbouring avoid mood and more serious public opposition to the event.,therefore,to introduce similar SIR model of infectious diseases and information dissemination process of adjacent effect of public opinion,to simulate the propagation and on the basis of using system dynamics method to analyze public opinion to breed be amplified in the transmission of the cause of the negative externalities and path,and to interrupt transmission path,then the method to prevent negative externalities be amplified.Finally,in the face of public opposition to risk,the method of early termination of PPP projects is studied.Through the contrast analysis of finance the PPP project contract guidelines,2017 edition of the world bank,the PPP project contract guidelines,Britain PF2 PPP contract demonstration text,such as combining case combed the apply to the public against risks in the PPP project termination of repurchase compensation terms with the government to deal with.To sum up,this study in order to solve public opposition from the facility type of PPP project risk is introduced into the externality theory of economics,aiming at governance negative externalities systematically discusses the principles of resolving the public against risks and countermeasures,and to apply the public against risks of PPP project contract terms for research.
