Development Strategy Of Heilongjiang Telecom Enterprise Operations Support Systems

Operations Support Systems (also called operational support systems orOSS) are computer systems used by telecommunications service providers. Dueto the basis of all business in the telecommunications industry, OSS can enhancethe effectiveness of the operation and management, improve customer servicesatisfaction, and promote the core competitiveness of enterprises. Despiteconstruction in strict accordance with the code of conduct on OSS(ITSP2.0)released by the China Telecom Group In recent years, Heilongjiang Telecom inHeilongjiang Province has been initially slow to develop. Therefore,Heilongjiang Telecom are now facing problems such as complete implementationof system function points, the backward system version, the integration of thesystem data.The purpose of this paper is to identify existing problems and work out aplanning program and a specific implementation of initiatives through theanalysis of the status quo of the OSS construction of Heilongjiang Telecom so asto provide a reference or a basis for the OSS construction of HeilongjiangTelecom. This paper consists of the following: analysis of development strategiesand business development objectives of the Heilongjiang Telecom; analysis ofthe requirements for OSS from enterprise development strategies and businessdevelopment objectives; introduction of internal and external developmentenvironment and development status in Heilongjiang Telecom OSS(from theactual development status of Heilongjiang Telecom OSS compared with code forconduct on China Telecom OSS to problems in Heilongjiang Telecom OSSidentified); the overall planning of the development. The first stage of the overallplanning of the development is to adjust the system configuration, to strengthendata management and control, to enhance the ability of the business serviceinformation. The second is to improve the system capacity, and promote thevalue of enterprise data. The third is to basically realize the Group’s targets andto provide a whole network OSS service functions. Finally, according to theoverall planning program, I bring up implementation of initiatives to ensure theconcrete implementation of the plan. This paper can be of significance to providing a reference and basis for thedevelopment and construction of Heilongjiang Telecom OSS, basically realizingthe Group’s target, accelerating the pace of construction of the HeilongjiangTelecom OSS, improving the core competitiveness of enterprises.
