The Research On Development Planning And Policy In Wendeng Nanhai Marine Economic Area

The21st century is the century of the ocean, and it is the surging century of“blue revolution”. Looking at home and abroad, the proportion of marineeconomy in the whole economy is growing wider and gradually becomes a neweconomic growth point in the global. Wendeng city is located in the eastern partof Shandong Peninsula, though it is close to ocean from a geographical point ofview, the development of marine economy is ascendant. In recent years,Wendeng city vigorously implement the Nanhai Marine Economic Areadevelopment and has made some achievements, the regional economy and thecomprehensive strength makes a large increase. However, some problemsexposes which directly affects the levels of development and construction in theearly stage of development, especially in the backdrop of an uncertain globaleconomic situation, it is necessary to take a series of measures from the planningand policy point of view to make a positive, safe, and sustainable development inNanhai Marine Economic Area.In this paper, the writer regards Wendeng Nanhai Marine Economic Area asthe object of study and makes a study about its development of strategic planningissues and policy. This paper is divided into four parts. The first part starts fromthe concept of blue economy and blue economic zone, and make a research andanalysis about the development of blue economy and blue economic zone fromboth abroad and domestic, points out the significance of accelerating thedevelopment of Wendeng Nanhai Marine Economy Area. The second partdescribes the development status of Wendeng Nanhai Marine Economy Area, andmakes a research about its strengths, weaknesses opportunities and threats,determines the planning of its development. The third part combines with theactual situation of Wendeng Nanhai Marine Economic Area, proposes thedevelopment ideas, industry positioning and focus of industrial development, andmakes planning in accordance with the industrial layout framework of “one heartand two wings, four belts and multiple parks”, and builds the industry parks ofadvanced marine equipment manufacturing, marine energy saving andenvironmental protection, marine biomedicine, port logistics, Japanese and South Korean industrial park and Gold Beach coastal health tourism resort,technological innovation incubator base, focus on the development of advancedmarine equipment manufacturing, intelligent machinery and equipment, energysaving and environmental protection equipment, marine bio-pharmaceuticals,fine chemicals, port logistics, coastal leisure and tourism, scientific andtechnological innovation etc., meanwhile make use of regional advantages nextto Japan and South Korea to undertake its industrial transfer, and build the firstarea and test area of Japan and South Korea Free Trade Area. In the fourth part,according to the development and construction status of Wendeng Nanhai MarineEconomic Area, a series of safeguards such as policy, infrastructure, andadministrative functions are put forward to accelerate the development ofWendeng Nanhai Marine Economic Area.
