Energy problems refer to whether the energy development and utilizationability can meet the needs of human society, as well as the resulting economicdevelopment, national security, environmental protection and other issues.Energy is not only the "main hero" who makes a great contribution to the rapideconomic growth but also the "chief culprit" who damages the ecological andpollutes environmental. With this synchronization,mankind must change the traditional idea of making use of energy, within theframework of sustainable development, to find a new, efficient, clean, safe,reliable and sustainable path of energy development.With the sustainable development strategy being implemented deeply, in2003Chinese government officially put forward the “scientific concept ofdevelopment”, which is a continuation and deepening of sustainabledevelopment, and there also are the requirements and constraints of Chinesecharacteristics development model. In the scientific concept of developmentstrategy, China’s energy sustainable development goals are to provide impetusfor the coordination and sustainable development of economic, social,demographic and ecological environment. Whether China’s energy sustainabledevelopment ability can achieve the comprehensive objectives above, weneed to set the standard for judging, according the evaluation we can confirmthe correctness energy strategy or amend the deficiencies.This article is based on topic of evaluation of the effectiveness aboutenergy sustainable development in the scientific concept of development,which answers three chief questions, including the contents of energysustainable development, construction of evaluation system for sustainable energy and the method choices for evaluation of the effectiveness. Look atenergy sustainability issues should be a multi-perspective, this article usingstatistical point of view, under the theoretical basis, through multivariatestatistical methods and econometric methods to solve evaluation theeffectiveness of energy sustainable development and make a comparativeanalysis, in the end make a conclusion.Thesis expounded the connotation of China’s scientific concept ofdevelopment through gives rise to the energy requirements of sustainabledevelopment: development, moderation, fairness and co-ordination, which isthe connotation of energy sustainable development. According to theconnotation of energy sustainable development,"develop degrees, thecoordination degree, sustained degree" in three areas of judging criteria,contrasting the effectiveness of energy sustainable development evaluationsystem. At the side of empirical, first of all, take the effectiveness of the energysustainable strategy of the world’s major countries for the sample, usingLOGIT binary choice model to predict and analysis the effectiveness of China’senergy strategy, and then use entropy method, factor analysis, cluster analysis,respectively to describe the effectiveness of China’s energy sustainabledevelopment, and with more deeper empirical comparative analysis to attainthe sustainable states of every year. In the end, the conclusion is made that"Weak sustainability" is the general characteristics refer to the state of China’senergy sustainable development. In2003,"scientific concept on development"was presented, the state of energy sustainability trends has graduallyimproved, although China’s energy sustainable development, there are stillmany problems, however, implementation of the energy strategy graduallyimprove these problems, which has been effective.
