The connotation of scientific concept of development is to establish the overall, harmonic and sustainable development strategy which takes people as a dominant factor. Via the guide of the scientific concept of development, the new career management theory is put forward and specially emphasizes the importance of employee engagement with the traditional HR management theory improved.
