The shortages of energy and the pollution of environment by producing and consumingenergy are the significantly practical problems which have been solved in the currenteconomic and social development in China. Due to the scarcity of energy, improving energyefficiency has become the only way to solve this problem. Because the region of China is vast,there is a huge difference in energy utilization efficiency in the different region. Therefore, itis difficult to achieve the overall goal of energy saving in China, if copying a pattern withnegligence of condition of various regions. Thus, the research on regional energy utilizationefficiency has important practical significance.Firstly, this paper theoretically introduces the measurable indicators of energyefficiency,and reputes the indicators of Total factor energy efficiency more scientificcomprehensive and reasonable. Secondly, China’s provinces, municipalities and autonomous regionshave been divided into four regions, such as coastal region, northeastern region, central region, and westernregion. Combining with the current situation of Single factor energy efficiency of overallcountry and region, based on the data of Capital stock, labor and energy consumption as inputindicators and Real GDP as the output indicators from1995-2011, DEA model has been usedto estimate the Total factor energy efficiency of China’s four regions. Thirdly, to explore theinfluencing factors four regional energy efficiency of China, with estimated results as the dependentvariable, Pooled Data model has been used to analyze the influencing factors impact on theTotal factor energy efficiency of the regions. The study found that energy efficiency of regionis highly uneven,and the influence degree of the different indicators in each region also has alarge gap. Therefore, how to effectively improve regional energy efficiency requires eachgovernment respectively consider the different regional development strategy based on theactual situation of the region at different times.
