With the rapid development of China's economy,and the energy consumption is increasing,the economic growth model which takes a lot of energy and emissions has been difficult to continue.From a global perspective,whether developed countries or developing countries they are trying to develop a sustainable development model characterized by energy conservation and low carbon.Our country has put forward the overall goal of energy conservation and emission reduction during the eleventh five-year period,and established the energy purification technology,in order to improve the energy efficiency,and take the road of sustainable development.As a developing country,we should protect the environment and save energy in two aspects to improve the development pattern of our country,and improve energy efficiency,strengthen the construction of saving energy and reducing energy consumption,promote the rapid development of low-carbon energy industry,can reverse the trend of environmental degradation from the source,to promote the rapid and sustainable development of economy ChineseIn this paper,through the analysis of existing various methods which measure the efficiency of energy utilization,emissions will be included in the evaluation system of the energy efficiency calculation,the effects of measurement of the energy efficiency Chinese environment from the macroscopic aspect,which will be the energy input,economic output and environmental pollution were integrated..From the macro aspect,the measurement of the energy efficiency of China under environmental constraints is investigated,and the energy input,economic output and environmental pollution are integrated.(1)Using the Bootstrapped-DEA model to measure the total factor energy efficiency of China's provinces under the environmental constraints.With the consideration of environmental constraints compared to that without considering the environmental constraints of total factor energy efficiency is overestimated significantly,At the same time,using Bootstrapped-DEA model to measure the total factor energy efficiency is significantly lower than the use of DEA model to measure the total factor energy efficiency,This shows that the use of DEA model to measure the total factor energy efficiency is overestimated.Based on the calculation of the total factor energy efficiency,According to the regional comparison,the eastern region because of its location in the eastern coastal area,the geographical position is superior,the total factor energy efficiency is relatively high,followed by the central region,the western is relatively low.(2)The technology progress of each part of the effects of total factor energy efficiency,the total factor productivity index includes energy inputs and environmental impact(Malquist index)technical progress factors of China's provinces decomposed into "hard technology" of the scientific and technological progress index,on behalf of the scale efficiency index of soft technology and pure technical efficiency index.From the regional perspective,the eastern region was the highest index of scale efficiency,and second is pure technical efficiency,and the lowest index was pure technical efficiency;in the central region,scale efficiency index was highest,and second was the efficiency of scientific and technological progress,and the lowest was pure technical efficiency;in the western region,scale efficiency index was highest,and second was scientific and technological progress efficiency,and pure technical efficiency index is the lowest.(3)MoranI index,which was used to test the spatial correlation of the total factor energy efficiency in China.From 1997 to 2001,China total factor energy efficiency is autocorrelated significantly(between the two provinces adjacent observations are high or low).A province is affected by its neighboring provinces in economic activity;but from 2002 to 2013,there is a significant correlation only since 2006.In other years,it doesn't exist t a significant autocorrelation phenomenon.
