The Research On Property Rights System Reform Model And Problems Of Rural Collective Economic Organizations In Shanghai

In recent years, with the acceleration of urbanization in Shanghai suburban areas, rural collectiveeconomy achieved rapid development under the joint efforts of all parties, and rural collective economicorganizations have accumulated a large number of rural collective assets. They are common to allfarmers, seemingly for everyone, but how many shares of each person is always unclear. Only throughreform of property rights can make "common to all" becomes "according to copies of all."Reform ofproperty rights is the need to promote economic development; the need for farmers to increase incomingcontinuously, the need for strengthening the rural honest government, and the need to accelerate theintegration of urban and rural development, thus accelerating the reform of property rights is particularlyimportant。The paper takes the property rights system of collective economic organizations in rural areas ofShanghai as research object. Based on the study of property rights, property rights, institutional changetheory, the evolution process of the system of property rights of rural collective economic organizationsis described; the rural collective assets of Shanghai, the status quo of the property rights system and themain methods were analyzed. Jin xing, Jinghua, Zhouxiang, Huaer, Huajing, Songjiang, six differentcase are listed in for analyzing different modes of reform practices and characteristics, for summarizingthe main experience of Shanghai during the reform of property right system and for proposing someproblems encountered during reform, such as Cadres thoughts, unclear legal status, imperfect optionsettings, unreasonable tax, lack of supervision, unsound management model and development bottleneckafter reform and so on.
