Discussion On The Reform Of Rural Collective Property Right System In Jiaxian County, Shaanxi

The reform of rural collective property right system is an important reform to continue to promote the structural reform of agricultural supply side,further deepen rural reform,promote the coordinated development of urban and rural areas,and enhance the vitality of rural development.This paper probes into the reform of rural collective property right system in Jiaxian County,Shaanxi Province,which has certain theoretical value and practical reference significance for improving the reform of rural collective property right system in Jiaxian County,Shaanxi Province and even underdeveloped areas in China.This paper mainly analyses the present situation,main problems and reasons of the reform of rural collective property right system and the three-phase reform in Jiaxian County by means of literature research,comparative analysis and case study.It is based on the experience of the reform of rural collective property right system in Liupanshui City of Guizhou Province and Zhaojiayou Village of Yuyang District of Shaanxi Province.It puts forward the countermeasures and suggestions to improve the reform of rural collective property rights system in Jiaxian County,Shaanxi Province.The main methods of the reform of rural collective property right system in Jiaxian County of Shaanxi Province are as follows: joint promotion of departments,establishment of safeguard mechanism;detailed investigation and research,strict standardization of procedures;extensive publicity and training,mobilization of mass participation;driven by business entities and support of industrial projects.The main results achieved are: activating idle resources,developing characteristic industries,promoting farmers' employment and increasing collective income.The main problems are: incomplete mechanism,inadequate awareness of cadres;low enthusiasm of farmers to participate;difficult selection of management subjects;lack of competent people in collective economic organizations.Some countermeasures and suggestions are put forward,such as vigorously publicizing,deepening understanding,defining industry,cultivating main body,perfecting mechanism and preventing risks.
