Driven by the development of modern technology, team-based research has takenthe place of individual researches, becoming the most predominant form of research.Research institutions are the effective outlet of research teams. The key to self-initiatedscientific innovation is setting an appropriate management framework for researchinstitutions, which can effectively boost the performance of research teams.Furthermore, management framework of research institutions can influence theperformance of research teams through thesis selection, positioning of missions, humanresources management, project management, performance management, etc.In the past thirty years, research institutions in China have encounteredseveral policy revolutions, all of which involved the directional changes inmanagement framework. Different forms of research institutions have emerged,such as public research institutions, research institutions within corporations,specialized research&development service institutions, etc. Different researchinstitutions have different mission orientation, operation mode and governancestructure. The study discusses how mission orientation, operation mode andgovernance structure of research institutions ultimately facilitates different researchinstitutions to fulfill their respective mission statements.On the basis of literature research, the study uses the analysis framework ofscientific institutions, which named “Mission-Operation-Governance”. With casesstudies, the study describes and analyses the mission, operation, governance andperformance of BGI, National Institution of Biological Sciences and Beijing Institute ofGenomics, and summarizes the successful experience and problems. Based on theresearch conclusions, we develop the analysis framework and find out how mission,operation and governance influence the performance of research institutions. We findthat, when the mission matches the operation mode, the performance of a scientificresearch institution can be improved. Moreover, governance is the key factor which setthe range of performance. Several policy suggestions are given based on the study.
