On The Existing Problems And The Solutions Thereof For The Operation Of Support Service Institutions For Rural Poor People In Hunan Province

The extremely poor are the most difficult,disadvantaged,and lowest-level group of people in society.Solving supporting problems of them so that they can feel the superiority of the socialist system and share the fruits of reform and development is important for consolidating the results of poverty alleviation,realizing rural revitalization,and maintaining a harmonious society.Utilizing the research data of Department of Civil Affairs of Hunan Province,and through the combination of questionnaire survey and interview method,this work investigates and analyzes the problems and the causes thereof of the support service institutions for the extremely poor in Hunan Province,Following that,we refer to the management experience of the support service institutions at home and abroad and received corresponding enlightenment to Hunan Province,and provided suggestions for how to solve the problems existing in the operation of rural areas of Hunan Province.The study found that with the support of the relevant policies of the government,Hunan Province has made great progress at this stage in the operation of support service institutions for the rural poor,including the significant improvement of the operation conditions,the level of the service has much upgraded,and the basic establishment of the funding system and the manage system.but there are still many problems in actual process.On the one hand,there are loopholes in the configuration of the operation elements.Firstly,the operation fee is not well assured.Besides,the staff is not professional enough.Lastly,utilization rate of the facilities is at a low level.On the other hand,the general level of operation is low.Firstly,the qualification of the institutions are not sufficiently acquired.Secondly,the security management is typical of significant loopholes.Thirdly,the institution affair management is not normative.Lastly,the caring is basically at a low level.Subsequently,this paper analyzes the causes of the problems from three aspects.Firstly,from the perspective of government,policy support system remains undeveloped,the policy promotion lags behind the management,Secondly,government’s sense of responsibility is missing,the assignment of authority and responsibility is vague.Thirdly,the investment is not sufficient,the level of fund assurance is low.Fourthly,the supervision system is undeveloped and weak.From the perspective of the support institutions,the main reasons include that the operating mechanism is imperfect,the management efficiency is low.Secondly,there are loopholes in the incentive mechanism,the service motivation is not developed,.Thirdly,the internal supervision is not in place,supervision standard is lacking.From the point of view of the society,the reasons can be summarized as follows.Firstly,the public’s understanding of the special hardship personnel is lacking,and the cognition is not enough.Secondly,the external supervision is absent,and the social participation is insufficient.Based on collaborative governance theory,the following countermeasures and suggestions are put forward.First of all,the government should strengthen the top-level design,consolidate the foundation of the system.Secondly,the government should increase financial input,solidate financial guarantee.Thirdly,staff training should be strengthened,the talent bank should be enriched.Fourthly,the government should strengthen supervision and inspection,and standardize quality management system.Besides,the support service institutions should improve the operating mechanism and improve the management efficiency,improve the incentive mechanism,enhance the management vitality,strengthen the comprehensive supervision and improve the management level.Besides,the spiritual caring should be strengthened.Finally,the active participation of society should be promoted,the social attention to the rural poor people should be raised.Besides,measures should be taken to increase the participation of society in the supervision of service institutions.
