| The theory of Public Policy said, policy implementation is the first part of the process of a policy to run , but also the most direct way to solve social problems . The effective implementation of policy implementation is the key to success of the whole policy, related to the social problems that can be effectively solved or not. Mr Jin-ma Zhang ,A well-known public policy scholars of Taiwan, China, found that, in the process to achieve policy objectives, the program features identified in only 10%, while the remaining 90% depends on whether the policy has been effectively implemented. This thesis fully describes the importance of policy implementation. The introduction of a policy is only a starting point to solve the problem,in order to achieve the policy objective, it must be properly implemented .If not , even the best policies can only be a dead letter. Since the Fifth Plenary Session of 16th session of Communist Party of China proposed the policy of building new socialist countryside strategic mandate, a large number of policy deviation appeared in the implementation of this policy by local governments. In this paper, these issues were sorted, and the cause of these problems being analyzed in this paper, including: policy implementation capacity of the policy executor is limited; policy implementation met a bad environment; the lack of channels of expression and interests representatives of the farmers. On this basis, this paper presents a set of corrective measures. Main measures are: the parties involved in the implementation of policies to reach a consensus through consultations; enhance the overall quality of staff for policy implementation; to create a favorable environment for policy implementation; improve expression channels of the peasants demand .This paper mainly uses the literature analysis, normative analysis method and a combination of theory and practice analysis study. In this paper, the theory of public governance perspective, the specific application of consultation, democratic theory, the theory of civil society, good governance theory as the theoretical basis to analyze. A core concept in this article are: in order to achieve good governance goals,the multi-subject executor participated in through democratic consultation,to develop and implement of new rural development policy.I found that through research in public management theory and the new rural development policy implementation between the inherent logical consistency, that is, the value of the pursuit of consistency. Mr. Ke-Ping Yu said: "From the perspective of public governance, social equity and good governance is the two cornerstones to build a harmonious socialist society." Proposal of the new rural development policy, precisely in order to promote social equity, and only rural development together, China's social can really be harmonious, and the pursuit of good governance is not only a value, but also an effective way to achieve social equity. The proposed "multi-center" model of Rural Governance may be an innovation point of this paper.Compare with traditional theory: the centralized governance model or single-center model of governance. This theory stress the importance of rural society in multiple subjects based on certain rules of collective action through democratic consultations to form a pattern of diversification of rural governance. In the last part of the article, the author conducted a feasibility analysis of this "multi-center" model of Rural Governance, mainly from four fronts they are: political feasibility analysis, economic feasibility analysis, cultural feasibility analysis, social feasibility analysis. Finally, the author concluded that: the "multi-center" model of Rural Governance can correct the deviation of the new rural development policy implementation issues effectively, and is worthy be used in policy implementation for the new rural construction in the future. |
