However our country is alarge country, the humanities, natural and economic aspects are uneven, in order to achievethe equalization of public service, more and more transfer payment to the western frontier,counterpart assistance to Tibet, Xinjiang and other measures have been effective, but how arethe performance? Since1994, the Xinjiang high growth rate of fiscal spending an average ofmore than25%,2012the share of expenditure in GDP in Xinjiang reached40%, why in thecontext of total financial expenditure increases so sharply, still at a high level of publicservices of the local government in Xinjiang? What is the reason then? This is concerned withthe Xinjiang local government financial expenditure efficiency? Spending levels onsurrounding areas financial performance impact? Did self-financing and transfer expenditureshave strong spatial spillover? Combine the areas of Xinjiang, find the factors whichinfluenced the performance of fiscal expenditure in Xinjiang. Study on fiscal expenditureperformance in Xinjiang, which is important to understand that the role national fiscalexpenditures has instructed to accelerate the transformation and optimization of fiscalexpenditure structure in Xinjiang, through18the spirit of the third plenary session, andimprove the efficiency of fiscal expenditure of the Government of the autonomous region, thebuilding of a service-oriented public finance expenditure system, achieve leap-forwarddevelopment and stability in Xinjiang is great significance.Supported by vertical and horizontal transfer of Xinjiang, the Central Governmenttransfer expenditures are generally transferred from the special Xinjiang financial access to awide range of "blood transfusion", this article will attempt to explore the performance of15local government financial resources in Xinjiang and its influencing factors. In compliance tothe economy, efficiency, benefit (3E) under the standards, this paper selected15areas inXinjiang in2003-2012panel data, from the economic, social and ecological environment of three level index and15secondary index to construct the fiscal expenditure performanceevaluation index system of Xinjiang, according to its own regional characteristics in Xinjiangand combined with the natural, economic and other characteristic, the Xinjiang is divided intosouthern and northern Xinjiang, east three areas to explore the problem of fiscal expenditureperformance in Xinjiang. First of all, the use present situation and structure of Xinjiang localgovernment fiscal spending, to establish scientific index system, using DEA-from theperspective of dynamic Malmquist index to measure the Xinjiang15after the2003-2012fiscal expenditure efficiency, secondly, combined with the geographic and economicconditions in Xinjiang, respectively from the aspects of geographical weight and economicweight self-financing expenditure and receive transfer expenditure of fiscal expenditureperformance of spatial spillover, then, using the value of efficiency for as dependent variable,select influences the performance of fiscal expenditure nine important indicators asindependent variables, and combine the characteristics of the data, select panel TOBIT model,analyze the influencing factors of Xinjiang local government fiscal expenditure performance.Research shows that:15areas of Xinjiang after the performance of fiscal expenditure is nothigh, financial expenditure performance of ascension space, technical efficiency of theinfluence of the south, north, east has certain difference, Efficiency of fiscal expenditure hasspace on the surplus, general transfer payments to Xinjiang fiscal expenditure efficiency has alarger positive spillover, and a significant surplus; Infrastructure construction andurbanization is important to improve the future fiscal expenditure efficiency of Xinjiang, andthis effect has a lag.
