The Impact Of Fiscal Expenditure Competition Among Local Governments On The Efficiency Of Fiscal Expenditure

For a long time,in order to improve the level of local public goods supply and supply quality,the central and local governments at all levels adopt some measures,the most direct performance is the scale of the local government fiscal spending is more and more big,begin from 1993,annual growth of more than 15% for present a progressive growth.However,the people to the government in public utilities sectors such as education,health,environmental services are not satisfied,one of the important reasons is that the government on the use of fiscal funds relative efficiency is not high.Therefore,this article from the current our country the status of the local government fiscal expenditure and fiscal expenditure efficiency,try to study from the perspective of fiscal decentralization of fiscal expenditure competition's influence on the efficiency of fiscal expenditure,this study helps to understand the current our country efficiency of fiscal expenditure and fiscal expenditure competition between local governments,targeted at the same time take measures to solve the problems existing in the process of financial competition,puts forward relevant policy recommendations,to help local governments to promote the efficiency of fiscal expenditure.This article first through the construction of input and output indicators,using DEA nonparametric technique of 31 local governments at the provincial level in China three calculates the efficiency of fiscal expenditure,including financial expenditure efficiency and productive efficiency of fiscal expenditure efficiency and consumer spending.On the whole,in addition to Shandong,Zhejiang,Anhui and other provinces,China's local government's financial expenditure efficiency is generally not high;Moreover,from the regional perspective,the eastern and central regions have similar efficiency scores,and the western regions have the lowest efficiency scores.Based on the results of the efficiency score,in this paper,then the Chinese fiscal decentralization and economic growth oriented "official promotion tournament" background,USES Tobit panel model to analyze the fiscal expenditure competition between local governments the impact on the efficiency of fiscal expenditure.Study found that:(1)"for growth" fiscal expenditure competition which leads to local government financial expenditure structure has a "productive bias",in this case,fiscal expenditure competition and a nonlinear relationship between fiscal expenditure efficiency,modest fiscal expenditure competition will promote efficiency of fiscal expenditure,but the excessive fiscal expenditure competition can cause financial expenditure efficiency loss.(2)fiscal expenditure competition for "productive" fiscal expenditure efficiency significantly greater than the influence of the "consumer" the influence degree of the efficiency of fiscal expenditure,and the increasing competition in finance,excessive fiscal competition will lead to the productive efficiency of fiscal expenditure and consumer spending efficiency decreased,but the productive efficiency of fiscal expenditure down faster.The conclusion of this paper can provide the policy basis for local governments to choose the level of fiscal competition,optimize the structure of fiscal expenditure and improve the efficiency of fiscal expenditure.
