Since China’s reform and opening up, China’s exports increase by almost30%a year. In2013,China’s total export amount is13.72trillion yuan, surpassing the United States as theworld’s biggest exporter. After joining the WTO, the tariffs reduced the ratio of transport costand the total cost rises. Meanwhile, as China covers a large territory, highway transportation asthe main means of transport is very unevenly distributed. Highway transportation cost occupiesa large amount of business cost, studying the effect of domestic transportation costs on exportshas become a research hotspot among scholars at home and abroad.On the basis of theoretical analysis, this paper studies the effect of domestictransportation cost between the location of Export enterprise and the sea port on the exportbehavior of enterprise from the micro level. Based on the World Bank’s investment climatesurvey data about China, This paper tries to measure the domestic transportation cost whenenterprise export occurs by the highway range of the enterprise’s local city and the latest portcity and the radius of the port city. Through processing the raw data, this paper uses Probitmodel to study the effect of the domestic transportation cost of enterprise exports fromproducing area to sea port city on export decision-making of Chinese enterprise. The researchresults show that: From an overall perspective, the domestic transportation cost significantlyrestricts the export decision-making of Chinese industrial enterprises; From the perspective ofthe ownership, the domestic enterprises are more sensitive to domestic transportation cost incomparison with foreign-capital enterprises and enterprises of Hong Kong, Macao and Taiwan;From the industry perspective, domestic transportation cost has significant inhibitory effect onthe export decision-making of low value-added industries enterprise, but no significant effect onthe export decision-making of high value-added industries enterprise.
