That labors transferring to non-agricultural industries from agricultural activities is akey of the industrialization stage, which China is being in. With a large number of rurallabors having moved to non-agricultural industries, it promotes economic developmentand urban construction. Meanwhile, this progress also has brought many problems such asNon-farm employment structure imbalance, migrant workers’ rights and interests lackingeffective protection and so on. This paper will have a comprehensive and systematic studyof China’s non-farm employment of rural labor force development process, itscharacteristics and of its factors. There is great practical significance and far-reachinghistorical significance in making china’s employment policies and economic developmentpolicies.This empirical analysis by constructing the model tends to reveal the relationshipbetween family’s decision about non-farm employment,short-distance and nine factors,which includes returns of non-agricultural activities, long-distance rates of returnnon-agricultural activities, returns of agricultural activities, the average years of schoolingof working-age population, has a land area of the labor force ratio, family size andnortheast(western) virtual variables. Then using multiple linear regression model foranalysis of various factors on off-farm income of rural households affected results. Weconcludes that return on non-agricultural activities draw on family decision-making andnon-farm income from non-farm payrolls have positive effect, while the rate of return onagricultural activities are both negative effect; working-age population average years ofeducation of the labor force ratio, family size for both are significant positive effect; has aland area of family-farm employment decisions has a negative effect, but had no effect onfee income families; regional factors in different years for both the effect varies.Combined with empirical results, this paper proposes three recommendations tofacilitate the development of off-farm employment: to increase the supply ofnon-agricultural employment service, pay attention to development of townshipenterprises; strengthen rural education and health inputs, increase farmers’ human capitalaccumulation; Play land factor in the process of non-agricultural employment effect.
