Study On Improving The Mechanism Of Public Forest Ecological Benefit Compensation

With the beginning of pilot activities of Forest Ecological Benefit Compensation Fund(FEBCF) in2001, the mechanism of policy implementation, effect of policy implementationand other issues have been the focus of the academic. The NO.1document of the CentralGovernment in2012states:“research the mechanism of dynamic adjustment the public forestecological benefit compensation standards”, provides an important policy basis of improvingthe public forest ecological benefit compensation mechanism.The mechanism of forest ecological benefit compensation has been implementing inGuizhou province since2004. However, the low compensation standards and other relatedissues affect the enthusiasm of the public forest construction and protection. The managementmethods and means of public forest ecological benefit compensation policy remains to befurther research and perfect.This study selected six villages of Libo County and Zhengning County in the GuizhouProvince as the sample. Through forums and typical household interviews,the study make adetailed survey of the local economic development, forest resources, foresters’ revenues, theimplementation of the public forest ecological benefit compensation policy, the problems in theimplementation and the other issues. The study also analyzes of the local public forestecological benefit compensation mechanism and the willingness of foresters.Through the study the results are as follows:(1) the effect of the public forest ecologicalbenefit compensation policy implementation in Guizhou Province has been appeared;(2) thecurrent compensation policy is not perfect, lacking of a scientific management mechanism;(3)the small hydropower for fuel project has a positive effect to reduce farmers firewoodconsumption;(4) farmers’ produce and lifestyle have changes, the dependence on forestresources has declined and the impact of public forest ecological benefit compensation policieson farmers’ income is not as serious as expected. In view of the above conclusion, the study putforward some suggestions to perfect the Guizhou public forest ecological benefit compensationmechanism: we should dynamic adjustment the public forest ecological benefit compensationstandards, promote the transformation of foresters’ employment pattern, and broaden thechannels of employment; we should rationalize the scope of compensation, improve themanagement mechanism and so on.
