Analysis Of Status And Influencing Factors Of Ecological Forest Supply In Hebei Province

China’s economic development has entered a new normal, economic development is changing from the factor-driven, investment-driven to innovation-driven, economic development momentum is changing from what it was. However, environmental carrying capacity has been at or near the upper limit with the economic development, and it is difficult to support. Thus the ecological environment is increasingly precious with the high consumption and extensive development, the people’s demand for clean air, clear water quality, clean environment, ecological products is more and more urgent. As a result, the ecological forest, with it’s ecological benefits, is of a significant importance for environmental issues. This paper is to increase the supply of forest ecology and provides the forestry policy guide for sustainable development by anglicizing the status quo and influence factors of ecological forest supply. The innovation of this paper is mainly to analyze the inner mechanism of the basic factors in the supply of ecological forest. Not only in theory but also in reality, it will provide guidance for policy analysis and formulation.Currently, Hebei Province, as the situation of total lack of ecological forest and uneven distribution and the role of public goods, ecological forest has a non-exclusive and non-compete with nature, it is can not be excluded while a single body enjoying the ecological benefits of ecological forest. Thus the "free rider" phenomenon is inevitable, which can not be effective allocated of resources by the market mechanisms. So at first, by selecting 19 counties in Hebei Province, seven evaluations, using statistical analysis software SPSS19.0, the paper makes an analysis of the level of economic development, population situation and forest resources of ecological forest supply impact according to the data comprehensive. Then, the paper analyzes the supply will of ecological forests based on the main supply between game analyses. The results are summarized as follows.(1) Ecological forest supply should be promoted when reached a certain level of economic development.(2) The supply of ecological forest is limited by the large population density in certain extent.(3) It is more difficult to supply in areas of scarce forest resources.(4) The will of the government is much higher than the supply of ecological forest farmers. In a certain area, the optimal strategy for ecological forest supply is collective supply. The willingness of farmers to supply ecological forest of poor economic conditions is lower than that of better economic conditions;Based on the above research, conclusions are made in order to increase the ecological supply of forest, improve supply efficiency and promote eco-forestry development. We propose the following recommendations: improving government fiscal capacity; extended the scope, area and form in the collective supply ecological forest; strengthening farmers ecological forestry education, increasing farmers’ income, encouraging farmers to participate in ecological forest supply enthusiasm; improving ecological forest compensation system, strengthening the construction of ecological forest supply legalization; implementing the diversification of ecological forest supply mode by government, private, corporate, non-profit organizations.
