Realizing talent-support effort by using talent capital is essential for JiCounty to carry out its scientific development, surpassing development, greendevelopment and shared development.Based on the theories of talent and economic development, this papercomprehensively employs the research achievements of Economics, Human resourcesand management, etc., combines normative and empirical analysis, international anddomestic analysis, qualitative judgment and quantitative analysis, analyzes theindustrial and talent structure of Ji County, and then finds out the rule how talentdevelopment improves economic development. According to the above element, thispaper unites the economic, social, regional and cultural characters of Ji Counry todesign a talent-support system in the the implement of regional development strategy.By the conclusion and matching analysis of the basic talent situation and demand ofindustrial development in Ji County, this paper proposes a series of measuresinvolving strengthening the leadership structure of Party supervising talent, focusingon training existing talents, intensifying talent introduction, completing theconfiguration system of talent flow, innovating using talent mechanism, and creatinggood policy environment on the purpose of building strong talent teams, promotingthe transformation and upgrading of county economy, accelerating the process of newindustrialization and urbanization, and boosting the sound and rapid economic growthof Ji County.
