With theories of regional economic development and theories of human resources development as guide, The history and present situation of development of rural surplus manpower resources in western regions in our country(abbr. the issue)are studied in an all-round way, which is based on normative analysis, positive analysis, qualitative analysis and quantitative analysis. The advantageous conditions and inhibiting factors of the issue are analyzed systematically. With reference to research results and experiences home and abroad. The found mental ideas and channels and principal model of surplus human resources development in western regions are put forward. The above study has great theoretical importance for prompting rural economic development and increasing rural incomes in western regions and also provides salutary lesson for implementing Strategy of Western Development in China. In the first section, the purpose and importance of thesis and the line of thought, research approaches and its possible originality are focused on; Besides, the trends of related study home and abroad are introduced comprehensively. In the second section, The concept of rural surplus human resources are put forward after the concepts of resources, of human resources, of rural human resources, of manpower, of surplus manpower and of rural surplus manpower are analyzed one by one. The reasons why rural surplus human resources come into being are examined in its entirety. The historical process and characters of rural human resources development in western regions are briefly summed up. In the third section, The necessity of development of rural surplus human resources are analyzed. It is pointed out that the state policy of implementing strategy of developing western regions, the advancement of culture, education, health in rural areas, and structural adjustments in agriculture and the rural economy are advantageous factors to the issue, and that the low quality of rural population, too much population in poverty, the sharp contradiction between supply and demand of manpower, segregated stituation of household registration systems between rural and urban areas are the inhibiting factors for the issue. Based on above analyses, the deep-seated causes to bottleneck the development of rural surplus human resources in western regional are examined thoroughly in both subjective and objective aspects. In the forth section, the basic ideas, difficulties and concrete tasks of development of the issue are stated. It is pointed out that the overall idea are as follows: the total supply of rural surplus manpower should be decreased from its fountainhead and the surplus manpower should be transferred according to its present reality  In the light of this overall idea, the channels and approaches for developing the rural surplus human resources in western regions are stated in details as follow: 1.To control rural population growth in western regions through carrying out the national standard family planning policy, vigorously promoting social security system, strengthening the anti-poverty programs and developing towns of Small-size. 2.To improve the quality of rural population in western regions through energetically promoting the development of culture, education, health service in rural areas. 3.To enlarge the proportion of the secondary industry and the tertiary industry through developing rural economy by means of seeking cooperation among agriculture. science and education and implementing agricultural industrialization. 4.To urge the rural surplus manpower to transfer into the urban areas through reforming allocation of land resources, seeking the development of township enterprises and accelerating the steps of urbanization of western regions. 5.To full fill the trans-regional flow of rural surplus human resources in western regions through establishing organizational system, training systems and rural & urban employment security system to develop rural surplus human resources in western regions. In the last section, the successful experiences of both the Development Model in XiaoZhang town, Bin county, ShaanXi province through cooperation between Agriculture, Science and Education and the Development Model of Integration of Town and country in YangLing Demonstration Zone are cited to illustrate that only through vigorously developing education, special vocational & technical education and training in western rural areas can we better the quality of rural population, the rural productivity, the utilization ratio of resources and the commodity rate of agricultural products. Only through the urbanization based on the harmonious development of rural and urban areas can we accelerate the development of township enterprises and industrialization of agriculture and achieve the goal of true integration and harmonious development of both rural and urban areas.
