With the continuous deepening of the power system and electricity market, the advance of the process, power companies and the advent of the market environment has undergone tremendous changes. While the Grid Corporation of China in recent years by taking a variety of effective measures to strengthen human resources development and management, improve human resource management level, received the preliminary results. However, as market competition intensifies and corporate reform continued to deepen, Power Grid Corporation in human resources development and management, continuous emergence of new contradictions, difficulties and problems. Therefore, the establishment adapt to the new situation and new environment management system, power enterprises, and through corporate governance norms, innovation-driven enterprises development, and is currently the power companies need to seriously look at.In this paper, with power management features, and learn from advanced management model proposed for the management of Grid Corporation's own "development ? Capacity ? harmony" management system, elaborated on the substance of such a management system, building a "development ? capacity ? Harmony "management evaluation index system. Grid Corporation of management evaluation system with the characteristics and the establishment of evaluation index system, build optimal hybrid hierarchical evaluation model and has done an empirical analysis.4,Erdos Electric Power Bureau to build the proposed management system.
