Seed-varieties are the root,it cause to improvethe quality and quantity and it is the most active factor can promote the agriculturaldevelopment. At present, the development and application of biotechnology is becoming thefocus of competition in the seed industry, and the varieties security issues become the focusand attract the widespread attention in the world. The innovation of crop varieties not onlyinfluence the agriculture development, but also influence the biological and ecologicalsecurity. When we confronted with the situation of the rapid development of biotechnology,foreign investment and multinational seed companies development, the domestic seedindustry generally uncompetitive, we can found the importance and urgency of the researchabout Chinese crop varieties security.The problem of the crop varieties security is a multi-disciplinary research, it involvesmany fields, such as agricultural science, economics, law, management, ecology etc. As a newresearch field, many questions about the safety of crop varieties need to be addressed. Thispaper summarizes the relevant concepts of variety, safety and analyse the domestic seedindustry development, explain the concept,meaning,scope and theoretical foundation of cropvarieties security,around the biology security, property rights security, industrial security,ecological security, resource security to identify and analysis, and evaluate the degree ofchinese crops varieties security on the basis of safety evaluation index system. The mainconclusions are as follows:（1）According to the definition of food security, bio-security, resource security,combined with the concept of "variety "," crop varieties "," security"and the current status ofthe development of the seed industry and problems, we can define the crop varieties securityas: in the certain range of time and space, seed varieties and germplasm in the process ofdevelopment, production, distribution, use, management and control, was protected from theaccidental or malicious damage, and does not cause the damage or constitute state potentialrisks to humans, animals and plants, ecosystems and socio-economic realities. Summarizedand analyzed the content and scope of the chinese crops varieties security, we can drawconclusions that: the crop varieties security belong to the national security, it has a stronglatent, we need rely on the seed varieties and germplasm to judgment. At the same time, it is acomplex comprehensive concept, we need to consideration this problem from both internaland external. （2）Based on the principles and methods of scientific theories security, sustainabledevelopment and environmental economic opportunities theory, we analysis and propose theconcept of security identification and its characteristics, content and the risks.
