Study On The Control Of China Postal Fertilizer Distribution Risk

In China, agriculture and rural economy has made remarkable achievementssince the reform and opening up, however, the "three rural" issue is still a majorproblem for China’s economic development. The central government in recentyears has been transferred the focus of economic work to the rural economy.Since2005, six years in a row, the first document of the central has involved inpostal enterprises, encouraged the postal enterprises through various forms tocarry out the service for the "three rural" work actively. So the postal fertilizerdistribution attracts the attention of the people gradually. The paper analyzes therisk of the distribution and takes effective response measures to carry out certainpractical guiding significance.The time that the postal enterprises distribute chemical fertilizers is stillrelatively short, not deep understanding of the industry and the lack of marketingexperience will directly increase the difficulty of fertilizer distribution, and howto control risks in the process of fertilizer distribution, achieve revenuemaximization and risk minimization, is the problem that postal enterprises haveto consider. This article starts from the practical experience of the postaldistribution business. At the first, I analyzed the general risks faced by thefertilizer distribution industry, and then from the five aspects of organizationalrisk, policy risk, the risk of business operations, financial risk, risk ofinformation systems combined with postal distribution characteristics, I gave adetailed analysis of the main risks in the postal fertilizer distributors. On thebasis of risk analysis, I proposed the corresponding risk control measures inconnection with the several mentioned risks. And I investigated how to avoid andcontrol risk for the postal distribution system in the fertilizer distribution processin the current economic environment. Finally, using the theory of economics,management, etc, from two angles of systematic risk and non-systematic risk, weraised protection measures of fertilizer distribution risk control, includingcompleting the internal control mechanism of distribution, allocating theinstitutions and personnel reasonably, establishing a risk warning system andother measures.
