Research On The Production Of Enterprises In Heilongjiang Province Safety Culture Construction Supervision System

Heilongjiang province is located in the northeast of China, the total area of450000square kilometers, in the total area of China’s4.7%, and has rich mineralresources. At present, Heilongjiang province has discovered132kinds of mineralresources, the total mine production56.4%, and it is also one of the main coaltransferred out of province in china. Heilongjiang province has a vast territory,abundant resources, as the coal resources in Heilongjiang Province, in75citiesand counties in the province, there are29discovered coal or coal production, themost prosperous in the northeast. Heilongjiang province is the famous Jixi,Hegang, Shuangyashan, Qitaihe area, is a major production area in Chinakerosene coking coal. Because the coal resources in Heilongjiang province isvery rich, greatly boosted the development of coal industry in HeilongjiangProvince, also emerged a large number of coal production enterprises. Productionenterprises in the modern development process, are often faced with a veryimportant problem of management, security. Heilongjiang province is animportant old industrial based in Northeast China, in the development process ofproduction enterprises in the coal industry in Heilongjiang Province, how toensure the safety production of this enterprise. It is very important forHeilongjiang province to maintain growth, people’s livelihood, security andstability. All along, the safety management of the coal industry of Heilongjiangprovince manufacturing enterprise is the common concern of the whole society.And the nearest few years safety work in coal production enterprises inHeilongjiang Province, the situation is very serious, coal mine accidents,accidents happen frequently. With the safety of coal production enterprises inHeilongjiang Province, problems continue to highlight, the coal industry inHeilongjiang province production companies have in recent years continue toimprove safety level, while millions of tons of mortality rate showed a decliningtrend, but compared with the western developed countries, mortality remainshigh. In order to further improve the safety work, establish and perfect thesystem of safety culture, and the cultural construction of supervision system ofscientific, standardization is necessary. Therefore, this paper studies the supervision system of safety culture in the construction of production enterprisesin Heilongjiang province.This study first through the method of literature, this paper expounds theresearch background, purpose and significance, and discussed the research statusin China and abroad, and laid the theoretical foundation for this research,including the concept of safety culture and safety culture of enterprise safetyculture definition, characteristics, category and system of safety culture, safetyculture construction the main means, and expounds the thought and content ofthis paper; secondly, on the status of the construction of safety culturesupervision of production enterprises in Heilongjiang province were analyzed,starting from three aspects of basic situation, existing problems and causes ofproblems, in-depth analysis of current situation of safety culture constructionsupervision of production enterprises in Heilongjiang province and the existingproblems; again research on the construction of supervision system of safetyculture in the construction of production enterprises in Heilongjiang Province,from the construction principles and objectives, supervision contents, indexesand methods to study selected several aspects, the construction of supervisionsystem of safety culture construction is relatively sound; finally puts forward theplanning implementation supervision system of safety culture in the constructionof production enterprises in Heilongjiang Province, including the implementationsteps, safeguard measures and implementation effect. Through this research, onecan establish in Heilongjiang province for the production of safety culture ofconstruction enterprise supervision system to provide theoretical guidance andperfect; on the other hand, also from the perspective of practice implementationsystem for safety culture supervision reference.
