Actively develop the mixed ownership economy is a major strategic initiative to adaptto the development of the market economy.Encourage the non-State-owned enterprises toparticipate in the reform of State-owned enterprises, encouraging the development ofnon-public capital holding mixed-ownership enterprises, encouraging private enterprises toestablish modern enterprise system in a condition.
