The 19th National Party Congress clearly stated that it is necessary to improve various types of state-owned asset management systems,reform the state-owned capital authorized operating system,accelerate the optimization of state-owned economy layout,structural adjustment,and strategic restructuring,promote the maintenance and appreciation of state-owned assets,and promote the development of state-owned capital to become stronger and better.Bigger,effective prevention of the loss of state-owned assets.We will deepen the reform of state-owned enterprises,develop a mixed-ownership economy,and cultivate world-class companies with global competitiveness.This is a major arrangement for the reform of state-owned enterprises at a new historical starting point,which has specified the direction for the reform of state-owned enterprises in the new era and provided them with fundamental compliance.In the face of the current economic situation and the tide of mixed ownership reform of state-owned enterprises,this paper has reviewed the previous reforms of the state-owned enterprises' mixed ownership system.From the 90s,"grasping the big and the small" to the early 2000s,the "marrying by prostitutes" and then to the 18th,accelerating the mix.Ownership reform,bigger and stronger state-owned capital.Through the analysis of mixed cases of old and newly-established enterprises in the second-tier enterprises of state-owned overseas listed logistics company Shenzhen International Holdings Co.,Ltd.,combined with theoretical research and policy interpretation,the two common types of reforms in the new round of state-owned enterprise reforms The revised model proposes operational opinions and suggestions.At the same time,it also analyzes and considers the two models,combines existing policies,and proposes ideas for further optimization.There are five chapters in this article.The first chapter is the introduction.It mainly analyzes the research background and significance as well as the purpose,content and methods of the research.The second chapter is the review of related theories and literature review,mainly including the research on mixed ownership reform in China,the new theory of mixed ownership,and the employee ownership research of mixed ownership enterprises.The third chapter mainly introduces Shenzhen International Holdings Co.,Ltd.'s profile,development history,business status,internal and external environment analysis and competition strategy.The fourth chapter analyzes the concrete plans and implementation effects of the implementation of mixed ownership reform in the old and new enterprises of the second-tier enterprises of Shenzhen International Holdings Co.,Ltd.Chapter 5,based on the above chapters,summarizes the papers and proposes several suggestions for the reform of the mixed ownership system,providing experience and reference ideas for other state-owned enterprises.
