| When President Xi visited Wuhan Newport on July21,2013, he pointed tostrengthen cooperation in the Yangtze River basin and fight the golden waterway.Wuhan Yangtze River shipping center construction is both an important support topromote the rise of central strategy and also is an important part of theimplementation of Hubei "twice belt" strategy, the construction of "two-orientedsociety" important breakthrough demonstration area, or building central city ofWuhan country. Therefore all parties attach great importance to the construction anddevelopment of the Yangtze River shipping center. Leading the Yangtze Riverdownstream of the construction of Shanghai international shipping center has beenfirst off, upstream of the Chongqing municipal government also proposed theconstruction of Chongqing Yangtze River shipping center development plan. AndWuhan, which is the central location among the Yangtze River economic belt, has aunique geographical advantage and the shipping port resources conditions. But thedevelopment was lagging behind midstream shipping center in Shanghai andChongqing. Therefore, the Commission is trying to Newport middle reaches of theYangtze River shipping center construction plan. But its construction is a large capitalinvestment projects and more, major tasks and achieve development goals will requirestrong support and financial policies. Therefore, studying the financial support of theYangtze River shipping center has a strong practical significance.Shipping industry is related to national security and national economy on the basisof the basic industry and capital-intensive industries. Finance is the heart of economy.It can be able to provide blood for the development of the shipping industry, and cancreate a very significant economic value. Despite Newport Planning Commission hasdeveloped a combination of Wuhan Yangtze River shipping center developmentprogram and construction planning, but the development of Wuhan Yangtze Rivershipping center is still in the early stage of exploration. Financial support is a seriousproblem which hinders its construction important reason. Financial support is not onlyan important part of the construction of shipping center construction of softenvironment, but also the key shipping center construction.In this paper, I use the theory of international shipping center, shipping financetheory and the theoretical basis of the relevant industry cluster theory. I define theWuhan Yangtze River shipping center and give a detailed analysis of the specific content of the three shipping centers of industrial clusters based on the constructionplan. Then discuss the financial support mechanism for the Wuhan Yangtze Rivershipping center and analyze the correlation with the financial and shipping center.Then discuss shipping center developed industrial clusters financial support path andtry to build the Wuhan Yangtze River shipping center theoretical system of financialsupport according to this theory provide a reference for its financial support policies,which promote the construction of the Yangtze River shipping center. It also makes upthe gap in this field of academic study. Again according to the national efforts to buildthe Wuhan Yangtze River shipping center background, combined with theconstruction of the actual shipping center in Wuhan case analysis, I conduct researchon the middle reaches of the Yangtze River shipping center in Wuhan problems in theconstruction process. Finally, I put forward policy recommendations for appropriatefinancial support for the three major industrial clusters were shipping center withlearning important shipping center development experience in the financial supportpolicy at home and abroad.
