Under the background that economic globalization pushes fast-growing China while thehigher cost of labor, production efficiency, long-existing energy and resource “developmentbottleneck” and environment problems arouse more public attention. Over the past few years,China always pursue high input and high output, China products are characterized by lowtechnology and added value. America with leading technology in the world, holds profoundtechnology level. At the same time, America grasp several advanced technologies andpatents, it limits export restrictions on China with increasing trade fictio ns. China shouldthink about how to deal with technique acquisition and innovation, transferring from “madein China to Intellectually Manufactured in China”. It is of great theoretical and realisticsignificance how to strengthen the independent R&D (research and development).Firstly, this paper mainly combs the relevant literatures on technology gap, absorptioncapacity both at home and abroad. Then regarding America as a leading country,symbolizing the advanced technology level in the world and viewing China as atechnological catching-up country, comparing both common and difference. Meanwhile, thepaper analyzes the technology gap between US and China from innovation mode,environment, and R&D, innovation performance. Secondly analyzing the relationsh ipsamong R&D, technology spillovers brought by America import, FDI, Patent application,technology adsorption and put forward relevant assumptions. On the basis, tests thetechnology spillover effects of China empirically by quantitative analysis method,considering the different level of economic development in China. In the empirical test part,the paper focuses on technology spillover effects of China form three angles of the import trade, FDI and patent applications and at the same time combines with technologyadsorption abilities including human capacity, openness, infrastructures and institution.Finally this paper reach several conclusions. Firstly import trade, FDI and patentapplications are important channels of American technology spillover; secondly, the effectsof technology spillover depend on the domestic absorption capacity. Overall, the effects oftechnology spillover are limited and China mainly depend on R&D investment to narrow thegap. In this paper, we put forward some suggestions according to China realities. The firstway is to further improve human capacity, infrastructures and trade openness to strengthentechnology absorption ability; the second way is to introduce foreign technologiesappropriately; the third way is to improve and spend R&D expense in useful purpose;accelerate the transformation of State-owned companies in the end and meanwhile reducegovernment intervention to boost the remarkable improvement of companies’ independentinnovation ability.
