Study On The HSE Management System Of AP Nuclear Power Engineer Project

In recent years,the nuclear power industry has entered a Renaissance anddevelopment momentum. In order to ensure national energy security and theenergy industry structure adjustment, the national development and reformcommission has established the plan of long-term development of nuclear power.China plans to increase the nuclear power installed capacity to40millionKW,in2020,then Nuclear power will account for4%of all electricity installedcapacity. Nuclear power project construction has the characteristics of ‘longconstruction period, construction and operation risk big, high public concern,etc’. Each stage of the nuclear power project construction should pay attentionto safety, and should stand in the "nuclear security" attaches great importance toevery job. This makes HSE management occupies important position in theprocess of nuclear power project construction. In order to ensure that efforts tobuild a nuclear power project safety in an orderly way, establish a set ofcomprehensive and effective HSE management system is particularly important,in the early stage of the project. In the1990s, some large internationalcompanies gradually formed the health, safety and environment (HSE)management system, based on long-term experience and feedback. In1991, theHague in the Netherlands held its first session of oil and gas exploration anddevelopment of the international conference on health, safety, environmentalprotection, enacted the health, safety and environment (HSE) policy guidelines. In1992, officially published and safety management system standardEP92-01100; in1994, officially promulgated health, safety and environmentalmanagement system.In this paper, the study purpose is to find the insufficient in the operation ofHSE management system in AP nuclear power project, puts forward suggestionsfor the system construction and perfect,lay a theory foundation for thefollow-up of the third generation nuclear power engineering project build orimprove the HSE management system.Methods: in this paper, using literature method, observation method andempirical study.Research result：First in this article, through access to existing aboutnuclear power engineering construction HSE management, and other industryHSE management system of the theory of literature, introduces the theory ofHSE management system in the evolution and development of international, andemphatically analyzes the nuclear power project introduction, the use of themeaning of the HSE management system.Second, by observing the HSEmanagement system in the status of AP nuclear power project, and thecontrastive analysis with overseas HSE management system, it is concluded thatthe AP power engineering project HSE management system exists for examplein the security responsibility to implement, HSE management consciousness,supervision and inspection, full participation, hazard identification, there is adeficiency on emergency management. Third, analyses mentioned above shows the disadvantages of the corresponding optimization and innovation measures.At the end of the paper the AP based on nuclear power project HSE managementsystem in the current implementation and safeguard measures are studied, andsome experience feedback is presented.
