Study On Urban Land Use Efficiency Change And Improvement In Decoupling Perspective

Natural resources are scarce. It is an international agenda that improving resources use efficiency and decoupling resources use from economic growth. As a fundamental resource, land use efficiency is a hot topic in the world especially in countries and regions with a large population with relatively little(arable) land. Cities are the cores of economy growth in a region. Meanwhile, Cities occupy a large amount of land resources(cultivated land). Since the reform and open, China has undergone the rapid development but starting from a low base, accompanied by the speeding up industrialization process. The speed of land urbanized was faster than that of population urbanized. Urban land extensive use results in large and high quality cultivated land was waste, threatening national food safety, and against sustainability development of economy and society. China is still in the urbanization rate of 30% ~ 70%, so Chinese urbanization must change the fact that the land resources are occupied by the excessive. It is the only way which must be passed for implement new urbanization that improving resources use efficiency and decoupling resources use from economic growth in China.The provincial capital of Nanchang in Jiangxi was chosen as study case, urban land use efficiency was analyzed in decoupling perspective, and strategies on improving urban land use efficiency were discussed in paper. Firstly, interrelationship between urban land use efficiency change and decoupling urban land resources consumption from economy or population growth was elaborated. This is the theoretical research in this study(Chapter Two). Secondly, paper analyzed the general trend of urban land resources consumption and economy/population growth in Nanchang during 1990﹣2013. Then, decoupling urban land resources consumption from economy growth, and decoupling urban land resources consumption from population growth were analyzed in different period(Chapter Three). Following the decoupling analysis, the paper studied the change of urban land use efficiency in Nanchang in different periods and between serial periods based on economy growth and population growth(Chapter Four). Finally, the paths of improving unban land use efficiency and its institutional guarantee in Nanchang were discussed(Chapter Five).The paper tried to integrate the decoupling analysis paradigm and efficiency change study. Furthermore, the paper made empirical researches about the urban land use efficiency change in different periods and between serial periods in decoupling perspective. These differences from other works. The main results as follows:The urban land use efficiency dropped in most study periods in Nanchang, and Nanchang unimplemented the decoupling urban land resources consumption from urban economy/population growth. The decoupling types of urban land resources consumption and economy/population growth in Nanchang were expansive negative decoupling in most periods during 1990﹣2013. Thus, the urban land use efficiency dropped in Nanchang from economy and population growth angles. Even some periods, 2008﹣2009 for example, showed strong negative decoupling, which means that urban economy and population decline but urban land resources are consumed in Nanchang. This is the most unacceptable state of urban land use efficiency dropping.However, urban land use efficiency showed a rising trend between serial periods in Nanchang, even the tendency was not steady. In practical terms, urban land use efficiency converted from dropping to rising between serial periods of every others five years during 1990﹣2013 from economy/population growth in Nanchang. Shortening the study period, urban land use efficiency showed a trend of dropping and rising from economy/population growth between serial periods of every other year during 2005﹣2013, the years that urban built-up rapidly expanded.At the last of paper, the paths of improving unban land use efficiency and its institutional guarantee in Nanchang were discussed from regulating and controlling land-use. Firstly, urban planning and integrated land use planning should be combined to control the total amount of urban construction land. Secondly, performance assessment system of land use is need to improve and perfect to efficiently use the stock of urban land. Furthermore, reforming land finance and improving land tax revenue stimulate government to increase urban land use efficiency.
