The Problems And Countermeasures Of The Tourism Administration Of Tai’an City

Since the Sixteenth Congress of the Communist Party of China, the tourism industry of China has achieved a great development. Tourism market plays a much important role; tourism products are unceasingly rich; new tourism industries continue to emerge; the scale of tourism industry continues to expand; the tourism system becomes more complete, and the quality of tourism system is continuously improving, and the function of tourism system is constantly strengthened; the infrastructure of tourism is increasingly complete and prudent; conditions of tourism has significantly improved; the development environment of tourism has been optimized day by day. Tourism has become a new field of stimulating domestic demand, promoting consumption, and the first army of transferring mode and adjusting the structure in our country.Without an industry management system of mature, stable situation and of continuous self-adjustment according to the new situation, the industry cannot develop sustainably and healthily. Since the Third Plenary Session of the 11 th CPC Central Committee, the tourism administration in our country, along with the opening up, recovery and rapid development of tourism industry, has experienced four stages of production, development, reform and innovation. China has basically formed a set of system suitable for China’s national conditions; conform to the characteristics of tourism industry and a system of effective management mode and system gradually in line with the international practice. But faced with the increasing requirement of the development of the tourism industry which has changed the internal and external environment of the tourism management functions, the original function management has not really meet the needs of the case. And the emergence of new supporting blank which leads to lacking of tourism public service, to some extent, has hindered the health, sustained and rapid development China’s tourism industry.This paper takes Tai’an city of Shandong province as an example, and carries on the preliminary discussion and research for the reform of the tourism administration system. Firstly, the paper defines the related concepts of tourism administration, sketches the tourism administration system concept, meaning and the basic operating function of the tourism administration department. Secondly, it introduces the development and achievements of the tourism industry in Tai’an city, the historical evolution of Tai’an’s tourism administration system, and the setting and management functions of tourism administrative institutions of Tai’an city. Then, the paper expounds the operation status of the functions of Tai’an’s tourism administration system. It is concluded through the analysis of tourism that the necessity of reform of administrative management system mainly reflected in the tourism administration function which is difficult to meet the need of tourism development; that the problems existing in Tai’an’s tourism administration system lies mainly on the weakness of constraint ability of inner industrial, inadequate instruction, difficulties of external coordination, and on the limited discourse power. Finally, this paper puts forward the countermeasure and suggestion of reform of Tai’an’s tourism administrative management system, and respectively discusses in detail from the system reform development, the optimization and adjustment of tourism administrative functions, to the improvement of the ability internal and external coordination and guidance and other aspects. And at last, the paper puts forward feasible suggestions on the reform of Tai’an’s municipal tourism administrative management system.
