Shandong province is the third largest mutton sheep breeding and mutton production provinces throughout the country, ranking in after Inner Mongolia and Xinjiang province.Mutton sheep industry can drive the comprehensive development of animal husbandry, not only satisfy people’s demand for meat products, but also can drive the rapid development of feed processing industry, mutton sheep slaughtering processing industry and the logistics industry. The development of mutton sheep industry also plays an important role in improving the diet structure, improving agricultural benefits, promoting the rural labor force employment, increasing farmers’ income and the international trade, etc. In recent years,although the mutton sheep industry and mutton production in Shandong province have rapidly developed, it has a series of problems such as low level of large-scale breeding. The development of mutton sheep large-scale breeding is the inevitable choice to make Shandong province from sheep breeding big province to powerful province, is the foundation of realization of mutton sheep industry standardization and intensive management, is the requirement of adapting to the overall rural reform and the change of consumer demand requirements. Therefore, studying and formulating the development strategy and strategic implementation measures of mutton sheep large-scale breeding in Shandong province are of great significance to accelerate the mutton sheep industry.The analysis of development courses of mutton sheep industry in Shandong province is the foundation of analysis of the environment of mutton sheep large-scale breeding.According to the relevant authority statistics and the previous research results and research methods of sheep industry technology system in Shandong province, this part analyzes the development course and its characteristics and laws of mutton sheep industry in Shandong province from large-scale breeding development, product development, production, income,consumption and trade development. The research results show that the amount and proportion of mutton sheep annual inventory, slaughter, mutton production, output value and farmers’ income present a fluctuate growth in the overall trends in Shandong province from the reform and opening-up. The export amount of fresh and frozen mutton is falling after a period of rising.The analysis of the environment of mutton sheep large-scale breeding in Shandong province provides the scientific reference to formulate development strategy. Based on PEST analysis, SWOT analysis and Logit model analysis, this part analyzes the environment of mutton sheep large-scale breeding from the aspect of external environment and internal conditions in Shandong province. It summarizes the internal strengths and weaknesses,external opportunities and challenges of the development of mutton sheep industry. Research shows that the strengths of Shandong province are superior geographical environment, rich local mutton sheep varieties, and strong technical accumulation and so on. The weaknesses are degradation of local varieties, low degree of industrialization, huge pressure on disease prevention and control, unsafe products, etc. The opportunities are wide prospect of market,supports of government, sufficient grass resources, etc. The challenges are single product structure, many restricting factors and so on.The scale cultivation willness is the premise and fundamental for mutton sheep large-scale breeding in Shandong province. Based on field investigation to obtain first-hand information, using the Logit regression model, this part analyzes the scale cultivation willness and its influencing factors. Research shows that when the policymakers’ cultural level is higher, the farming life is longer, the attitude to scale cultivation is more positive, the attitude to mutton sheep industry is more optimistic, its scale cultivation willness will be stronger.When the government propaganda is good, the scale cultivation willness will be stronger. The household farming in large production region have more scale cultivation intense.The formulation of the mutton sheep large-scale breeding development strategy in Shandong province is the key content of this study. On the basis of above analysis of the development environment and influencing factors of farmers’ willingness to expand the scale,combined with the questionnaire and depth interview of farmers and the head of the animal husbandry and veterinary departments, this part puts forward the strategic thought and principle, strategic objectives, strategic positioning, strategic key and strategic deploy of the development of mutton sheep large-scale breeding in Shandong province. According to the research, the degree of mutton sheep breeding scale in Shandong province will reach 40.50%in 2020 and 77.17% in 2025. In order to achieve the strategic goals, it should focus on well-bred breeding and the development, major disease prevention and control, ensuringquality and safety, developing standardization scale ecological breeding and creating local brands. It should also develop the area along the yellow river and middle south of Shandong province.Strategy implementation measures can provide guarantee for the development of mutton sheep large-scale breeding in Sandong province. Based on above analysis, this part puts forward the strategic implementations from the aspects of organization, policy, capital,technology, market and information. To be specific, they are: build the organization and leadership system to improve the level of scientific organization and management; develop modern industrial organization mode to improve the level of scale breeding and industrialization; ensure the industrial policy support to accelerate the process of large-scale development; enhance the implementation of the policy regulation to guarantee for the function of policy; establish investment guide mechanism to coordinate the mutton sheep large-scale development; innovate financing channels to form a pattern of diversification;attach great importance to the scientific and technological innovation to strengthen the science and technology research in animal husbandry industry; speed up the popularization and application of science and technology to create scientific and technological productivity;establish quality security mechanism to ensure the safety of meat products; break market bottlenecks to improve market competitiveness of mutton product; establish an early warning system to predict industral information effectively; strengthen the construction of information platform to establish the modern information management system, etc.
