A Study On China’s Science Reward Targeting Mechanism

Considering the current situation, we saw the rise of the world’s scientific and technological revolution, and the rapid development of science and technology. There are full of atmosphere of innovation in the society, and the strength of science and technology competition between countries becomes more and more fierce. Many countries gradually tend to have a common choice-- the establishment of national innovation system, the path of innovational country. Of course, China is also one of them. At the same time, we also see the innovation of science and technology development situation at the present, which have urged our country to have a good quality of innovation talents and strong scientific and technological strength in the back. Practice has proved that, China’s scientific reward system has more impact on promoting the scientists’ creative spirits, and has plays an important role in the construction of the "innovative country". However, our country is in the period of social transformation, where have often encountered the phenomenon that is a thorny problem in the management of science and technology, which has taken by the science reward anomie. The science reward system in China is becoming more perfect, but there still are some "bias" phenomena which do not adapt the social development. Namely, that is inaccuracy problems in the targeting progress, which have lead to low efficiency in scientific reward resource allocation, and have reduced the incentive effect of the reward system. Today, relying on science and technology to promote economic and social development has become a consensus, to correct the "bias" phenomena effectively, which will have a direct impact on the development of science and technology, technology innovation and technology optimization, resource allocation, investment and other aspects.Therefore, under the background of the new era, in-depth analysis of scientific research Chinese reward system, the establishment of appropriate targeting mechanism, has important theoretical significance and practical value. In this paper, through the systematic analysis of Chinese science reward system, to find the problems and the reasons, in order to establishing scientific incentives that can improve incentives targeted, reward validity resources and impartiality of science rewards to the targeting mechanism. This paper consists of five parts:The first part mainly introduces the research background of science reward targeting mechanism. This paper aims to creating the targeting mechanism that will be constructing scientific rewards system. Because the author found that the current on the establishment of the targeting mechanism to make the scientific reward system completed which seems to show a lack of about it. Therefore, this paper starting from the perspective of philosophy of science and technology, using the genetic literature research, comparative study, statistical analysis methods and pointing out the phenomenon of the deviation, which is attached to the scientific reward system. The analysis of the targeting mechanism system, in order to show a new idea in this regards, and initiated the people thinking further.The main content of the second part is the review of the development of scientific reward system in our country, the establishment background of scientific rewards in China targeting mechanism. According to the analysis, the author clearly defined the scientific reward targeting mechanism, and focus on scientific incentives targeting mechanism to explain the basic characteristics and contents.The third part of science reward targeting mechanism is to illustrate the main structure of the scientific reward targeting mechanism, and explain the reasons of the problem about the mechanism, which is the formation of dynamic, open in the process of evaluation of science reward incentive mechanism, and composed of target, subject, operation rules, information feedback in an organic system of many elements. This part is mainly focus on the elements of four aspects of specific instructions about the target positioning, targeting mechanism, constitute the main rule description, functional annotation. Understanding and grasping the analysis of China’s National Science Rewards statistics for nearly ten years, this is based on the classical theory of the science rewards. At the present, our country science reward targeting has some problems such as reward structure, the benefits derived from the reward and so on. The deviation of the reason is mainly taken by two aspects of the system and culture.The fourth part explains the way of operation of scientific reward targeting mechanism, such as the construction of the subject system, and the establishment of the mechanism should try to diversify, which is aimed at the combination of static and dynamic target recognition system, in order to guarantee the "assessment feedback channel" to operate smoothly and effectively.The fifth part is according to the scientific reward targeting mechanism’s background, structure and mode of operation and other instructions, to analyze the various aspects which have been combined with the reform of China’s science rewards stage. It is affect that the trend of development on targeting mechanism for science and technology, operation and social analysis, such as certain predictability this mechanism can play: Supervision, motivation, feedback function, that will get forward to optimize the expenditure of China scientific resources, reasonable and effective investment incentives, configuration, promote the innovation of science and technology, social development. It is also protecting the justice of science rewards, and embodying social justice guide. At the same time, the paper has pointed out that the scientific reward targeting mechanism will closely relate to the future of China’s political system, economic system, science and technology system, cultural system, scientific research environment and other factors.
