The scientific and technological reward of new China has roughly gone through establishment,institutional improvement,preliminary reform and reform deepen four stages. In this paper, author deals with the history of scientific and technological reward from ancient times to the present with the focus on describing the reform and development of the state scientific and technological reward after the founding of People's Republic of China and illustrating its characteristics and functions and experiences.But in recent years, some scientific and technological reward become unfair because of species of reasons. And there are some bad effects.People pursue for the treatments which coming with the scientific and technological reward too much. So it is very important to systematic reseach on present scientific and technological reward as to find its problems for the well functions of our country's mechanism of the scientific and technological reward.Sustainable development as a scientific institution has a great significance to the carrying out of the strategy of sustainable development and the settlement of the embarrassment existed in the human society. This writing states the sustainable development, as the ethics and paradigm, has played a decisive role in the production of scientific knowledge, the appraisal to the scientifis achievement, and the motivation to the scientists.
