Environment is a worldwide hot issue. Evaluation and analysis of environmental efficiency is an important aspect of environmental management. This paper focuses on industrial environmental efficiency evaluation in order to provide some reference recommendations to environmental problems.This paper firstly sketched the concept of environmental efficiency and the method of evaluation, and selected the SBM model as the core evaluation model. We took Chinese industrial sector environmental efficiency as the research object, and divided industrial production into economic production stage and pollution governance stage, and established two-stage evaluation model based on SBM model. Secondly, we used the two-stage evaluation model to evaluate industrial environmental efficiency during the 10th and 11th five-year plan. The results showed that industrial environmental efficiency showed a stable growth trend; there were obvious differences in different areas. Thirdly, we used space measurement method to analyze the spatial correlation and the spatial distribution characteristics. The results showed that industrial environmental efficiency exhibited evident spatial autocorrelation on the whole; "high-high" region mainly distributed in eastern. Fourth, we discussed the influence factors and used Tobit regression model to analyze their impact on efficiency. The results showed that the proportion of industry gross domestic product, regional electricity consumption, the proportion of the value of imports and exports of foreign-funded enterprises, population scale had a beneficial effect on efficiency. Finally, we summarized and proposed suggestions from economic, institution, energy and regional aspect in order to improve the industrial environmental efficiency.
