Review reforming and opening 30 years, small and medium enterprises play an important role in the national economy. However, financial transparency of small and medium enterprises is still fairly low. In addition, management systems are still loose and stability of operating management is poorer. Most seriously, lack of pledging and guaranty which the traditional commercial credit must depend on. Therefore, a large number of small and medium enterprises fall into financing predicament. They have no choice but to struggle with fund shortage and insufficient liquidity, which restrict technical innovation and production expansion to small and medium enterprises seriously.In order to offset the financing difficulty of small and medium enterprises, supply chain finance emerge as the times require, which provides a new approach for funds solution for small and medium enterprises. Supply chain finance eliminates the information asymmetry between banks and small and medium enterprises enormously.Consequently, it not only solve the financing needs of small and medium enterprises,but also provides a new profit growth point for the banks. According to a report of Shenyin Wanguo Securities, In 2011, the scale of balance of financing reaches 5.75 trillion RMB during supply chain finance business in China. Furthermore, the data may be expected to reach 6.9 trillion RMB in 2012, whose increment speed is 20%approximately. In addition, supply chain financing will also bring about derivative deposit and huge revenues of intermediate business, which promote the commercial banks to develop supply chain finance business consumedly.At the same time, as a new financial products, supply chain finance involves a great deal of procedures and participants. Thus, it is necessary to make a further study for the relevant theories and risk controls of supply chain finance so as to promote the healthy development of supply chain finance.In this thesis, credit level and financing situation of small and medium enterprises is discussed. Then, this paper studies conceptual framework of supply chain finance and credit risk of small and medium enterprises. On the basis of the related literatures, an admixture of subject and amount due evaluation system is constructed. Afterward, soft set and bijective soft set are deeply studied, and apply it to index reduction of supply chain finance credit risk evaluation index system. Secondly, analytic hierarchy processis used to determine the index weight. Thirdly, grey comprehensive appraisement is applied to final assessment. Thus, credit risk of small and medium enterprises base on supply chain finance is analyzed comprehensively and systematically. Finally, by means of case study, this paper contrast supply chain finance with the traditional commercial credit model. The results show that supply chain finance would relieve financing difficulty of small and medium enterprises to a certain degree.
