Study On Current Situation And Countermeasures Of The Implementation Of Urban And Rural Land Linked To Changes Of Shouguang City

Along with the rapid economic growth and city construction in our country,more and more construction land is needed,the contradiction between supply and demand of land is more and more fierce,to solve the contradiction between supply and demand of land,all levels’ governments according to the state council and the ministry of land and resources put forward the increase and decrease of urban and rural construction in peg,to carry out the work of land arrangement including the”village migration and merge” and “farmers tore down the old houses, moved into the new ones” actively,use the remaining farmland index of increase and decrease of urban and rural construction for urban construction and economic development of the key projects,it plays a significant role in promoting development and protecting the red line,at the same time it also appeared the phenomenon of ignoring the work method,forced demolition and forced to live in buildings, destroy the rights of the farmers, it is not beneficial to farmers in society development,so it is very important to combine increase and decrease of urban and rural construction and then put it into practice.In this paper,we use Shouguang City an example to study the implementation of China’s urban and rural construction.First of all,we analysis the background, basis, successful experience and typical case of increase and decrease of urban and rural construction.Then use Shouguang City an example to analysis the problems and reasons of the increase and decrease of urban and rural construction,from the typical cases to find out the implementation process of specific experience and practice of urban and rural construction,it has guiding significance for the increase and decrease of urban and rural construction.This research mainly got the following conclusions:In accordance with the system theory point of view,use Shouguang City an example to analysis the problems and reasons of the increase and decrease of urban and rural construction,concluded that the root cause of all sorts of problems in land increase or decrease of urban and rural construction is not put the interests of farmers in the first place. According to the experience summary method,we know that in the increase or decrease of urban and rural construction,do the elderly resettlement work well is very important,reflect the reason that farmers living will and depreciation resettlement way.According to analysis hundred of work of the implementation of increase or decrease linked policy in Shouguang City,we put forward the advice of increase or decrease linked policy.Shouguang City should pay attention to this questions and Strengthen the implementation of the countermeasures,only in this way can do the increase or decrease linked policy smoothly.
